Council Minutes of 07-20-2010 <br />Councilwoman Williamson made a motion to not object to the liquor permit for Basalath, <br />Inc., 26703 Brookpark Road. The motion was seconded by Councilman Kearney and <br />passed unanimously. Liquor permit approved. <br />LEGISLATION <br />Resolution 2010-78 introduced by Mayor Kennedy was given its second reading. A <br />Resolution authorizing the Director of Human Resources to advertise for bids for <br />Comprehensive Municipal Liability, Automotive Liability and Physical Damage, Public <br />Officials Errors and Omissions, Police Professional Liability, Property, Inland Marine, <br />Boiler and Machinery, Broad Form Crime, EDP, Umbrella, Liquor Liability and other <br />various insurance coverage required by the City of North Olmsted, as a package, and <br />authorizing the Mayor to enter into a contract for said insurance package with the lowest <br />and best bidder, and subject to approval by the Board of Control. Councilman Barker <br />made a motion to suspend the rules. The motion was seconded by Councilman Kearney <br />and passed unanimously. Councilman Barker moved for adoption. The motion was <br />seconded by Councilman Kearney and passed unanimously. Resolution 2010-78 <br />adopted. <br />Ordinance 2010-79 introduced by Mayor Kennedy was given its second reading. An <br />Ordinance amending Section 957.01 of Chapter 957 (Alcoholic Beverages on Public <br />Grounds) of the Codified Ordinances of the City of North Olmsted in order to permit <br />alcohol to be sold and consumed at the VFW, Post 7647 tent at the 2010 North Olmsted <br />Community Council Homecoming, and declaring an emergency, as amended. <br />Councilwoman Williamson made a motion to suspend the rules. The motion was <br />seconded by Councilman Kearney. President Limpert asked if there is anyone in the <br />audience that would like to address Council regarding Ordinance 2010-79. <br />Dennis Lambert, 25057 Carey Lane said there's no doubt that the VFW is a worthy group <br />of people that do good things. The issue is the sale of alcohol in the park; people driving <br />cars to these functions and leaving in cars. To make alcohol part of this celebration is <br />inappropriate and to serve it in a function where the park is not gated. They serve it at the <br />County Fairgrounds - that's a gated affair. People go through a gate and people come <br />out. There are no kids passing through there on their bicycles like in the park. While <br />there may have never been an incident, he never wants to see the first time it happens. <br />He does not want it to be somebody that had been drinking before and came to the park to <br />have a couple more beers before they leave. He doesn't see how it's worth it and why <br />anybody would want to pass it. Councilman Barker said he would like to comment on <br />Mr. Lambert's comments on comparing it to the County Fair. The stipulation in the <br />Ordinance and per State law is it has to be confined with entry and re-entry in one area to <br />prevent people from roaming all over the place. He told Lambert he needs to get his facts <br />straight before he makes comments because he attended the committee meeting in which <br />this issue was discussed. He said he wants to make sure that it's on the record that those <br />issues will be taken care o£ Lambert said he wants to go on the record by saying "thank <br />you, Mr. Barker for skillfully twisting my words around".
