Council Minutes of 07-20-2010 <br />happening at the tent coming or going. It's the people that wander back out onto the <br />grounds and get in their cars and drive away. Within the several hundred feet from the <br />tent to the parking lot, children are coming and going on bicycles. Council President <br />Limpert said this will change the character of Homecoming. It may change it for the <br />better through better attendance. He thanked Council for separating the two issues and <br />taking it one step at a time. The VFW is a fine organization. He would have felt better if <br />the Community Council would have weighed in on it. <br />Councilwoman Williamson moved for adoption. The motion was seconded by <br />Councilman Kearney. Roll Call: Williamson, yes; Kearney, yes; Jones, yes; Brossard, <br />yes with comment. During a recent committee meeting to discuss this Ordinance, a <br />couple of concerned residents spoke out against the issue and suggested that if we were to <br />talk to our constituents -what they think about the proposal -that they might not be in <br />favor of it. In heeding their advice, I've been informally asking neighbors and other <br />members of the community what they think of the proposed Ordinance. Of the many <br />people I informally polled, none expressed any real concerns. So, my vote is yes and I'm <br />confident the VFW Post 7647 will be a responsible participant at Homecoming Weekend. <br />Roll Call continued: Orlowski, yes; Barker, yes; Mahoney, yes. Ordinance 2010-79 <br />adopted. <br />Resolution 2010-80 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution adopting the alternative tax budget of the City of North Olmsted for the fiscal <br />year beginning January 1, 2011, and submitting the same to the County Auditor, and <br />declaring an emergency. <br />Ordinance 2010-81 was introduced and placed on first reading by Mayor Kennedy. An <br />Ordinance establishing and amending the range of compensation rates and salary ranges <br />for administrative and legislative personnel and establishing such rates and ranges for <br />departments and divisions as reorganized through the passage of legislation; and <br />otherwise restate the compensation rate ranges and descriptions for various administrative <br />and legislative personnel for the year 2010, and declaring an emergency. Councilman <br />Barker made a motion to suspend the rule requiring three readings. This was discussed in <br />committee. This is just a re-work of the Ordinance due to the passage of Issue 34. The <br />motion was seconded by Councilwoman Jones and passed unanimously. Councilman <br />Barker moved for adoption. The motion was seconded by Councilwoman Jones and <br />passed unanimously. Resolution 2010-81 adopted. <br />Ordinance 2010-82 was introduced and placed on first reading by Mayor Kennedy. An <br />Ordinance providing for the submission of an amendment to the electors of the City of <br />North Olmsted to Article VIII, Section 6 of the Charter of the City of North Olmsted to <br />authorize design-build contract selection procedures as a form of competitive bidding <br />when permitted by state law or when specifications are approved by ordinance adopted <br />by two-thirds majority vote of Council, and declaring an emergency. <br />Ordinance 2010-83 was introduced and placed on first reading by Mayor Kennedy.
