<br />Council Minutes of 04-20-2010 <br /> <br />are privately owned condos and who hired the contractor. Fisher said the association <br />repaired his balcony four times but it was a "band-aid" job. They hired an architect who <br />came up with a plan that used all stainless steel fasteners, hangers, screws and tropical <br />wood. Three weeks after the board approved it, it was rescinded by a new board that said <br />they could fix the balconies cheaper. They solicited money from three owners to hire an <br />engineer to give an estimate. The first estimate was triple the cost. Councilman Kearney <br />asked if the people on the board are condo owners. Fisher said yes. Councilman <br />Kearney asked if the board members still favor the contractor doing this work. Fisher <br />said it's a long story. Mayor Kennedy said he would address this first thing in the <br />morning. Fisher presented Kennedy with photographs of the wood. <br />LEGISLATION <br />Ordinance 2010-10 introduced by Mayor Kennedy was given its third reading. An <br />Ordinance creating new Chapter 1155 (Solar Energy Systems) of the North Olmsted <br />Zoning Code in order to permit and establish regulations for the use of Solar Energy <br />Systems in the City of North Olmsted, as amended. Councilwoman Jones moved for <br />adoption. The motion was seconded by Councilman Barker. Roll Call: Jones, yes; <br />Barker, yes; Brossard, yes; Orlowski, yes with comment. Considering the smaller <br />number of residents in attendance at the Planning Commission meetings and Council <br />BZD Committee meetings, it appears that the passive nature of solar energy is much <br />more acceptable to the residents than the idea of a WECS on a building or a parcel in the <br />city. Ro1i Call continued: Williamson, yes; Mahoney, yes; Kearney, yes. Ordinance <br />2010-10 adopted. <br />Ordinance 2010-36 introduced by Mayor Kennedy was given its third reading. An <br />Ordinance amending Section 1SS.05 of the Administrative Code in order to eliminate the <br />additional compensation requirement for the Secretary of the Parks and Recreation <br />Commission. Councilwoman Jones moved for adoption. The motion was seconded by <br />Councilman Kearney and passed unanimously. Ordinance 2010-36 adopted. <br />Ordinance 2010-38 introduced by Mayor Kennedy was given its second reading. An <br />Ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the city of North Olmsted for the year ending December 31, 2010, as <br />amended. Councilman Barker made a motion to suspend the rule requiring three <br />readings. The motion was seconded by Councilman Kearney and passed unanimously. <br />Councilman Barker moved for adoption. The motion was seconded by Councilman <br />Kearney and passed unanimously. Ordinance 2010-38 adopted. <br />Resolution 2010-42 introduced by Mayor Kennedy was given its second reading. A <br />Resolution supporting the application of the Olmsted Historical Society for the Preserve <br />America Stewards Program, and declaring an emergency. Councilwoman Williamson <br />made a motion to suspend the rule requiring three readings. The motion was seconded by <br />Councilman Mahoney and passed unanimously.
