Council Minutes of 04-20-2010 <br />the BZA. The motion was seconded by Councilman Mahoney and passed unanimously. <br />CMS 10-07 Fish Furniture approved. <br />• Next on the agenda was CMS10-08, Retail Bank, 2S77S Lorain Road. This is not <br />the actual name of the bank; applicant has asked that this name be used until after <br />the Council vote. This proposal consists of a total site redevelopment for a new <br />retail bank. The existing building and site improvements will be demolished for <br />this project and a new building constructed. The building is of brick construction <br />with prairie stone and storefront glass around the entry area and an asphalt shingle <br />roof. The bank has a drive through on the east side of the building. All new <br />landscaping will be provided along with landscape irrigation. A dry detention <br />pond is proposed to capture storm water at the rear of the property. Four maple <br />trees will be planted outside of the detention pond area which will provide some <br />interest and screening for the abutting multi family property. The significant <br />increase in the percentage of green space on the site will be a dramatic <br />improvement to the area. Ample parking is provided. A dumpster enclosure is <br />shown in the southwest corner of the parking lot. The dumpster enclosure will be <br />fabricated of the same brick as the building with a brick coping and wood gates. <br />Two curb cuts are proposed. The western drive is a two-lane full access curb cut. <br />The eastern drive is proposed to be a right turn exit only driveway to help the flow <br />of traffic exiting from the drive through. Brick pavers are shown in the right-of- <br />way between the street and sidewalk. The Planning and Design Commission had <br />requested some minor architectural changes to the building; specifically, that the <br />canopy sign D is to be removed and that the stone banding is to be wrapped <br />around the entire building; however, the applicant is asking to keep the building <br />design as is. A number of variances were granted by the BZA for signage. <br />Council discussed the removal of the canopy sign D and found that this request is <br />invalid so it will remain. In addition the Committee discussed the stone banding <br />and heard from the Planner that removing this requirement would keep the <br />building's image consistent with the architecture of the other buildings in the <br />community. The Committee decided to remove that requirement as well. The <br />plans submitted and dated April 9, 2010 have both requirements removed. <br />Councilwoman Jones made a motion to recommend approval of Retail Bank. <br />Councilman Mahoney seconded the motion and it passed 3-0. <br />Councilwoman Jones made a motion to approve CMS 10-08, Retail Bank located at <br />25775 Lorain Road, as shown on the plans dated Apri19, 2010 and including that the full <br />size landscaping plan is to be submitted; plant boxwoods and spiraea 24" to 30" tall, and <br />that light poles are to be 20 feet tall, and including the variances granted by the BZA for <br />signage. The motion was seconded by Councilman Mahoney and passed unanimously. <br />CMS 10-08 Retail Bank approved. <br />• The final proposal before BZD was CMS 10-09, Sprinter of North Olmsted, 28S9S <br />Lorain Road. This proposal consists of building modifications and site <br />improvements for a future car dealership.
