Peepers read that a city east of North Olmsted was <br />able to get their sound walls replaced, and their funding was taken care of through state <br />stimulus money or federal money. He asked if North Olmsted will pursue this. <br />Councilwoman Jones said she spoke with Senator Patton a few weeks ago. His comment <br />to her was to continue to push for that. He sits on the Transportation Committee which <br />handles ODOT and their finances. He said right now they are in the middle of the budget <br />process. Councilwoman Jones told him that the city absolutely needs relief for the <br />residents. She said they will continue to do everything they can to get the study done and <br />to get the walls up. Mayor Kennedy said it's two different "pots" of money from ODOT. <br />One is replacement, which is easier to get, and one is putting up new walls. There are <br />several locations in the city that can use sound walls. They recently got replacement <br />walls. They will continue to work on that. Peepers asked what the status is on creating <br />an ordinance to limiting how many dogs that can be at a house. Gareau said there has not <br />been any work on an ordinance limiting the number of dogs per house. Peepers asked if <br />there's been any discussion. Gareau said they had a number of enforcement actions that <br />were taken with respect to the property owner through the Building Department and <br />Animal Warden about the particular property Peepers is referring to. Gareau said he has <br />not heard further regarding the situation. <br />LEGISLATION <br />Ordinance 2010-10 introduced by Mayor Kennedy was given its second reading. An <br />Ordinance creating new Chapter 1155 (Solar Energy Systems) of the North Olmsted <br />Zoning Code in order to permit and establish regulations for the use of Solar Energy <br />Systems in the City of North Olmsted, as amended. <br />Ordinance 2010-31 introduced by Mayor Kennedy was given its second reading An <br />Ordinance amending the range of compensation rates and salary ranges for administrative <br />and legislative personnel to allow for furlough days, eliminate certain paid holidays and <br />eliminate selling back vacation hours for cash; and otherwise re-state the compensation <br />rate ranges for various administrative and legislative personnel for the year 2010, and <br />declaring an emergency. Councilman Barker made a motion to suspend the rule <br />requiring three readings as it has been discussed in committee and is needed to pay non- <br />bargaining employees. The motion was seconded by Councilman Kearney and passed <br />unanimously. Councilman Barker moved for adoption. The motion was seconded by <br />Councilman Kearney and passed unanimously. Ordinance 2010-31 adopted. <br />Ordinance 2010-36 introduced by Mayor Kennedy was given its second reading. An <br />Ordinance amending Section 155.05 of the Administrative Code in order to eliminate the <br />additional compensation requirement for the Secretary of the Parks and Recreation <br />Commission. <br />Ordinance 2010-38 was introduced and placed on first reading by Mayor Kennedy. An <br />Ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the city of North Olmsted for the year ending December 31, 2010. <br />10 <br /> <br />
