Council Minutes of 03-02-2010 <br />The Building, Zoning and Development Committee met on Tuesday, February 23, 2010 <br />at 7:00 p.m. Present were committee members Jones, Barker and Mahoney; Council <br />members Brossard, Kearney, Orlowski and Williamson; Council President Limpert; <br />Mayor Kennedy; Planning Director Wenger; Mr. Sindyla, Mr. Jacobs and Mr. Weaver <br />from Clearwire; and guests. <br />• The committee met to discuss the proposal from Clearwire for a collection of <br />antenna on the existing telecommunications tower at 29668 Lorain Road, Patton's <br />Towing. The proposed antenna is considered a permitted accessory use in the <br />city's Zoning Code provided that all equipment for the antenna is housed within <br />the existing equipment shelter. In this case, the expansion will be within the <br />existing fenced area. The fenced-in area around Patton's Towing is well kept. <br />Councilwoman Jones made a motion to recommend approval of CMS 10-02 <br />Clearwire at 29688 Lorain Road. The motion was seconded by Councilman <br />Mahoney and the vote was 3-0 for approval. <br />• Next on the agenda was a proposal by Clearwire to install wireless <br />communication antenna in an equipment cabinet on the Victoria Plaza roof. As <br />there are already more than three antennas on the roof, a Conditional Use Permit <br />is required. There will be three panel antennas and eleven point-to-point antennas <br />mounted on the roof. The supporting equipment cabinet is four feet by three feet, <br />and stealth walls -are provided to screen the antennas and cabinet from the ground <br />level. The antenna height will be seven feet, and the screening will extend to <br />cover the entire antenna system. The color of the screening material will match <br />the building. The Planning and Design Commission requested additional <br />information be submitted to the Building Department regarding the installation in <br />terms of wind loads and weights on the roof top. The Commission felt that with <br />the condition of these additional submittals, a Conditional Use Permit is <br />warranted. This was covered by Council and Clearwire representatives at the <br />meeting as well. Councilwoman Jones made a motion to recommend a <br />Conditional Use Permit for CMS 10-04 Clearwire at 26101 Country Club <br />Boulevard. The motion was seconded by Councilman Mahoney and the vote was <br />3-0 for approval. Councilwoman Jones made a motion to recommend approval of <br />CMS10-04. The motion was seconded by Councilman Barker and the vote was 3- <br />0 for approval. The meeting adjourned at 7:07 p.m. <br />Councilwoman Jones made a motion to approve the telecommunications tower proposal <br />for Clearwire located at 29688 Lorain Road, Patton's Towing. The motion was seconded <br />by Councilman Mahoney and passed unanimously. Telecommunications tower proposal <br />for Clearwire located at 29688 Lorain Road, Patton's Towing approved. <br />Councilwoman Jones made a motion to approve the Conditional Use Permit for <br />Clearwire located at 26101 Country Club Boulevard subject to the following conditions <br />put forth by the Boards and Commissions: 1) Stealth walls are to be extended high <br />enough to conceal all antennas installed. 2) Drawings must be submitted with the <br />structural engineer's seal meeting all Building Department requirements. Information <br />shall be included regarding the stealth walls height, wind load capacity, material, and <br />color.
