,~ Council Minutes of 02-16-10 Law Director Gareau: • Legislation 201.0-12 is in need of an amendment due to a clerical oversight. Prior to 2005 Article V Section 1 of the Charter established a total of five departments in the city -Law, Finance, Human Resources, Public Safety, and Public Service. In 2005, the Charter Review Commission was requested to review whether or not they should change the name of the Department of Human Resources to the Department of Community Life Services. The Charter Review Commission acted upon that and recommended that Human Resources be changed to Community Life Services. City Council then adopted legislation 2005-131, changing the name of Human Resources to Community Life Services. 2005-131 states that all references in the city Charter and the Codified Ordinances to the former Department of Human Resources would be corrected in the city's next annual recodification. It appears to have taken place with one exception. That one exception came to light pursuant to the new Ordinance which is pending tonight. The current codified version continues to refer to an Article V Section 1 as Human Resources instead of Community Life Services. Gareau recommended that Council amend 2010-12 for the purpose of substituting Community Life Services for Human Resources in the Section referencing Article V Section 1. • He and Mayor Kennedy have had a discussion concerning the concept design build process of letting public contracts. The city currently uses the process of design bid build. The design build concept is where engineering costs and some of the architecture costs are simply put upon those who would seek the bid. Article VIII Section 6 of the Charter says the city has to use a process of design bid build. Gareau recommended the design build concept be presented at the Charter Review Commission for consideration. • Ms. Williamson has indicated that she will be making the motion to amend 2010- 12 as consistent with changing out the Department of Human Resources to the Department of Community Life Services. Councilwoman Williamson made a motion to amend Ordinance 2010-12 to remove Department of Human Resources and replace with Department of Community Life Services. The motion was seconded by Councilwoman Jones and passed unanimously. Ordinance 2010-12 amended. Finance Director Copfer: • The R.I.T.A. subpoena program that was held in Council chambers last week had a very good response. • She met with the Chairman of the Finance Committee, Councilman Barker, in coordination with the Mayor. The estimated resources and the annual 2010 budget will be available next week. On March 4, they we'll start the process with estimated resources discussion.
