Council Minutes of 02-16-10 <br /> <br />• She attended a Health Care Committee meeting on February 10. They learned <br />about HSA's and other ways that they can recommend to contain increases to <br />health care costs. They are going to start to make recommendations and obtain <br />prices and savings to the city so they can make recommendations to the <br />Administration for approval of changes. <br />• She attended a R.I.T.A. meeting regarding changes to local income taxes and state <br />oversight. They discussed changes to the R.I.T.A. processes with their new <br />collection system. <br />• She attended a Mayors and Managers Association today with Jane Leaver on the <br />County Land Bank to hear how it works and what it can do for North Olmsted. <br />Mayor Bobst from Rocky River arranged to have the West Shore Council of <br />Governments, Mayors, Finance Directors, Planners, and Building Departments <br />have a future meeting where the Land Bank and County organizations can present <br />information on what might be best and help housing stock and foreclosure issues <br />and utilize them in the best way. <br />Councilman Mahoney, Chairman of the Public Safety, Heath and Welfare Committee: <br />The Public Safety, Health and Welfare Committee met Tuesday, February 9, 2010 at 7:45 <br />p.m. Present were committee members Mahoney, Kearney and Williamson; all of <br />Council; the Mayor and Law Director Gareau. <br />• Ordinance 2010-20 is an Ordinance amending Section 1701.27 of the Fire <br />Prevention Code in order to create an additional exemption to monetary charges <br />assessed for false fire alarms and to authorize the Director of Public Safety to <br />grant or deny an exemption upon request. Law Director Gareau presented the <br />position of the Administration and related that upon taking his office, he noticed <br />that there were several false fire alarm calls that were placed in his department for <br />some type of determination. He then contacted the Administration and indicated <br />that there might be a change that would be warranted in the process of granting or <br />denying an exemption for a false fire alarm. He indicated that the proposed <br />change, which is now 2010-20, would provide flexibility for when charges would <br />be assessed for a false fire alarm and that there would be a change from the Fire <br />Chief to the Safety Director to determine whether or not an assessment for the <br />false fire alarm would be charged. Several comments were made by other <br />committee members and Council members. Councilman Mahoney made a <br />motion to recommend approval of 2010-20. The motion was seconded by <br />Councilman Kearney, and passed 3-0.
