~` F ~: , Council Minutes of 02-16-10 Mayor Kennedy, Law Director Garaeu, Council members Brossard, Barker, Orlowski, and Kearney, and Council President Limpert. • The topic for discussion for this meeting was Ordinance 2010-12 which is sponsored by Mayor Kennedy. Ordinance 2010-12 is an Ordinance providing for the submission to the electors of the City of North Olmsted of amendments to Article V, Sections 1, 4, 5, and 6 of the Charter of the City of North Olmsted to abolish the Departments of Public Service, Public Safety and Community Life Services as Charter-level departments, and declaring an emergency. The Mayor discussed the need for said Ordinance which will provide for a more streamlined form of government. The committee voted 3-0 in favor of the Ordinance and that meeting adjourned at 8:20 p.m. • The Intra-Governmental Relations Committee met again this evening at 7:15 p.m. Present were committee members Williamson, Jones and Mahoney; members of Council and Law Director Gareau. The topic for this meeting was proposed amendments to Chapter 121 Section 121.01 Rules of Council, more specifically, amending the Rules of Council -Rule 12 that would change the second sentence of that paragraph to read "The Supervisor of the Clerk of Council shall be either the President of Council or any member of Council receiving a majority of the vote of all members. The Supervisor of the Clerk shall, unless otherwise directed by a majority vote of Council, act in a representative capacity for Council and all ministerial functions and all financial personnel and other matters involving the Clerk of Council." The second proposed amendment would amend Rule 39. That would add one sentence in the concluding part of that paragraph which would read "Ordinances and Resolutions may not be withdrawn by the party or parties introducing such legislation after committee review except by a majority vote of Council." Councilman Mahoney proposed these changes during the committee meeting and he set forth his reasons for these amendments. The committee voted 3-0 to recommend approval. Councilwoman Williamson made a motion to suspend paragraph 62 of the Rules of Council. The motion was seconded by Councilman Mahoney and passed unanimously. Paragraph 62 of the Rules of Council suspended. Councilwoman Williamson made a motion to adopt the proposed changes to Section 121.01 Rule 12 as previously stated. The motion was seconded by Councilman Mahoney and passed unanimously. Council Rule 12 amended. Councilwoman Williamson made a motion to adopt the proposed amendment to Section 121.01 Rule 39. The motion was seconded by Councilman Mahoney and passed unanimously. Council Rule 39 amended.
