~` <br />F <br />~: , <br />Council Minutes of 02-16-10 <br />Mayor Kennedy, Law Director Garaeu, Council members Brossard, Barker, Orlowski, <br />and Kearney, and Council President Limpert. <br />• The topic for discussion for this meeting was Ordinance 2010-12 which is <br />sponsored by Mayor Kennedy. Ordinance 2010-12 is an Ordinance providing for <br />the submission to the electors of the City of North Olmsted of amendments to <br />Article V, Sections 1, 4, 5, and 6 of the Charter of the City of North Olmsted to <br />abolish the Departments of Public Service, Public Safety and Community Life <br />Services as Charter-level departments, and declaring an emergency. The Mayor <br />discussed the need for said Ordinance which will provide for a more streamlined <br />form of government. The committee voted 3-0 in favor of the Ordinance and that <br />meeting adjourned at 8:20 p.m. <br />• The Intra-Governmental Relations Committee met again this evening at 7:15 p.m. <br />Present were committee members Williamson, Jones and Mahoney; members of <br />Council and Law Director Gareau. The topic for this meeting was proposed <br />amendments to Chapter 121 Section 121.01 Rules of Council, more specifically, <br />amending the Rules of Council -Rule 12 that would change the second sentence <br />of that paragraph to read "The Supervisor of the Clerk of Council shall be either <br />the President of Council or any member of Council receiving a majority of the <br />vote of all members. The Supervisor of the Clerk shall, unless otherwise directed <br />by a majority vote of Council, act in a representative capacity for Council and all <br />ministerial functions and all financial personnel and other matters involving the <br />Clerk of Council." The second proposed amendment would amend Rule 39. That <br />would add one sentence in the concluding part of that paragraph which would <br />read "Ordinances and Resolutions may not be withdrawn by the party or parties <br />introducing such legislation after committee review except by a majority vote of <br />Council." Councilman Mahoney proposed these changes during the committee <br />meeting and he set forth his reasons for these amendments. The committee voted <br />3-0 to recommend approval. <br />Councilwoman Williamson made a motion to suspend paragraph 62 of the Rules of <br />Council. The motion was seconded by Councilman Mahoney and passed unanimously. <br />Paragraph 62 of the Rules of Council suspended. <br />Councilwoman Williamson made a motion to adopt the proposed changes to Section <br />121.01 Rule 12 as previously stated. The motion was seconded by Councilman Mahoney <br />and passed unanimously. Council Rule 12 amended. <br />Councilwoman Williamson made a motion to adopt the proposed amendment to Section <br />121.01 Rule 39. The motion was seconded by Councilman Mahoney and passed <br />unanimously.
