Council Minutes of 02-16-10 <br />LEGISLATION <br />Ordinance 2009-145 introduced by Council members Brossard and Dailey Jones was <br />given its third reading. An Ordinance amending Sections 505.01 and 947.01 of the North <br />Olmsted Codified Ordinances in order to permit responsible persons to walk dogs on a <br />leash in North Olmsted and Clague City Parks, as amended. Councilwoman Jones <br />moved for adoption. The motion was seconded by Councilman Brossard. Roll Call: <br />Jones, yes; Brossard, yes; Barker, yes with comment. Good legislation, but I'm in favor <br />of this because we are going to review. this in a year to see if there have been any people <br />taking advantage in the parks and if we've had any altercations between people and dogs. <br />But, it's good legislation. I'm glad to see it, and my vote is yes. Roll Call continued: <br />Kearney, yes; Mahoney, yes with comment. Mr. Sturgeon, your perseverance is to be <br />commended. Thank you. Roll Call continued: Williamson, yes; Orlowski, yes with <br />apprehension. I personally believe the leash length should be no longer than four feet, <br />and dogs should be held back from groups of spectators or crowds. Ordinance 2009-145 <br />adopted. <br />Ordinance 2010-9 introduced by Mayor Kennedy and all of Council was given its third <br />reading. An Ordinance amending Section 955.02 of Chapter 955 Sale of Surplus <br />Personal Property of the Codified Ordinances of the City of North Olmsted regarding the <br />procedure for sale of surplus property to include an annual public sale. Councilman <br />Barker moved for adoption. The motion was seconded by Councilman Kearney and <br />passed unanimously. Ordinance 2010-9 adopted. <br />Ordinance 2010-11 introduced by Mayor Kennedy and Council members Barker and <br />Brossard was given its third reading. An Ordinance amending Section 1363.07 of <br />Chapter 1363 of the Real Property Maintenance Code, entitled "Duties and <br />Responsibilities of Owners and Operators" and to adopt standards for rubbish disposal <br />and recreational vehicle covers relating to the exterior appearance of residential buildings <br />and premises in the City of North Olmsted. Councilman Barker moved for adoption. <br />The motion was seconded by Councilman Mahoney and passed unanimously. Ordinance <br />2010-11 adopted. <br />Ordinance 2010-15 introduced by Mayor Kennedy was given its third reading. An <br />Ordinance providing for the issuance and sale of $1,145,000 of Notes, in anticipation of <br />the issuance of Bonds, for the purpose of improving certain designated streets in the city, <br />in cooperation with the Director of Transportation of the State of Ohio and Cuyahoga <br />County and otherwise, by grading, draining, constructing, reconstructing and <br />rehabilitating the pavement base, curbs, and sidewalks and adjusting, rehabilitating and <br />reconstructing catch basins, manholes and water valve boxes, where necessary, preparing <br />the surface and surfacing and resurfacing, in each case together with the necessary <br />appurtenances and work incidental thereto, and declaring an emergency. Councilman <br />Barker moved for adoption. The motion was seconded by Councilman Kearney and <br />passed unanimously. Ordinance 2010-15 adopted. <br />7 <br /> <br />
