Council Minutes of 01-19-10 <br /> <br />to get fuel behind City Hall when in the area. Finance Director Copfer requested <br />suspension for this Resolution. Councilman Barker made a motion to <br />recommended approval of 2010-3 with suspension which was seconded by <br />Councilman Kearney, and the vote was 3-0 for approval. <br />Councilman Barker chaired the combined Environmental Control/Finance Committee <br />meeting: <br />• The Environmental Control Committee and Finance Committee met Tuesday, <br />January 12, 2010 at 7:35 p.m. Present at the meeting were Council President <br />Limpert; Council members Brossard, Barker, Jones, Orlowski, Williamson, <br />Kearney, and Mahoney. Resolution 2010-1 is a Resolution authorizing the Mayor <br />to advertise for bids for aone-year contract with an additional automatic one year <br />extension for laboratory analytical services for the Wastewater Treatment Plant as <br />per specifications on file, and upon approval by the Board of Control, further <br />authorizing the Mayor to enter into a contract for same with the lowest and best <br />bidder, and declaring an emergency. There is only one source so the city bids <br />yearly instead of locking in for multiple years in case other sources become <br />available. It is part of the NPDES Storm Water Phase II permit. A motion to <br />approve 2010-1 was made by Councilman Barker and seconded by Councilman <br />Orlowski. The vote was 5-0 for approval. <br />• 2010-4 is a Resolution authorizing the Mayor to enter into a Memorandum of <br />Understanding (MOU) Agreement with the Cuyahoga County Soil and Water <br />Conservation District (SWDC) to provide the City of North Olmsted with <br />Minimum Control Measures I and II in accordance with the requirements of the <br />National Pollutant Discharge Elimination Systems (NPDES) Phase II. This <br />Resolution ties into with 2010-1 with an agreement with the Cuyahoga County <br />Soil & Water Conservation District for $5,500.00. This agreement is to provide <br />control measures for the NPDES Phase II Control Measures 1 & 2 on behalf of <br />North Olmsted required by the Ohio Administrative Code 3745-39-04(B)(1) <br />through (6). It is an education process provided by the District for city <br />employees, residents and school children to educate all about water quality. <br />Councilman Barker made a motion to approve which was seconded by Mr. <br />Orlowski. The vote was 5-0 for approval. <br />Councilman Kearney, former Chairman of the Public Safety, Health & Welfare <br />Committee: <br />• The Public Safety, Health & Welfare Committee met January 12, 2010 at 7:30 <br />p.m. Present were committee members Kearney, Orlowski, and Mahoney as well <br />as all of Council. Also present were the Mayor, Finance Director, and Safety <br />Director. Discussed were two liquor permit transfers. Both were approved to not <br />object 3-0. The first was Standard Oil Company at 23425 Lorain Road permit <br />transfer to Lehigh Gas Company to do business as BP AM/PM at 23435 Lorain <br />Road. <br />7 <br />j <br />
