Council Minutes of 12-20-2011 <br />County Board of Health's asset transfer program in order to provide for $3,935.55 in <br />supplies for prevention of disease kits; and further authorizing the Mayor to accept the <br />asset transfer and to execute an agreement, and declaring an emergency. Councilman <br />Mahoney made a motion to suspend the rule requiring three readings. The motion was <br />seconded by Councilwoman Williamson and passed unanimously. Councilman Mahoney <br />moved for adoption. The motion was seconded by Councilwoman Williamson and <br />passed unanimously. Resolution 2011-135 adopted. <br />Resolution 2011-136 introduced by Mayor Kennedy was given its second reading. A <br />Resolution authorizing the Mayor to execute the Cuyahoga County Business Attraction <br />and Anti-Poaching Protocol. Councilman Schumann made a motion to suspend the rule <br />requiring three readings. The motion was seconded by Councilman Mahoney and passed <br />unanimously. Councilman Schumann moved for adoption. The motion was seconded by <br />Councilman Mahoney and passed unanimously. Resolution 2011-136 adopted. <br />Ordinance 2011-137 introduced by Councilman Schumann was given its second reading. <br />An Ordinance designating the George Biddulph Home, located at 25896 Butternut Ridge <br />Road, an official North Olmsted Landmark pursuant to Code Section 165.05, and <br />declaring an emergency. Councilman Schumann made a motion to suspend the rule <br />requiring three readings. The motion was seconded by Councilman Orlowski and passed <br />unanimously. Councilman Schumann moved for adoption. The motion was seconded by <br />Councilman Orlowski. Roll Call: Schumann, yes with comment. He thanked Mr. <br />Richner and the Landmarks Commission for their hard work. Roll Call continued: <br />Orlowski, yes; Brossard, yes with comment. He echoed Councilman Schumann's <br />remarks and said the collection of information they compiled was an interesting read. <br />Roll Ca11 continued: Kearney, yes; Mahoney, yes; Williamson, yes; Barker, yes with <br />comment. Being a former member of the Landmarks Commission, he recognizes that <br />this is a big moment for the Commission in our city to be land marking a home. It's a <br />tough job that involves a lot of research, and hopefully we can see more of these homes <br />on Butternut Ridge and throughout North Olmsted. Ordinance 2011-137 adopted. <br />Ordinance 2011-13 8 introduced by Mayor Kennedy was given its second reading. An <br />Ordinance amending Administrative Code Section 131.01 of the Codified Ordinances of <br />the City of North Olmsted to provide authorization for the Mayor to sign and file grant <br />application forms to obtain supplemental revenue or other tangible resources for the <br />benefit of the City of North Olmsted, excepting however grants wherein city matching <br />funds exceed expenditure limitation. <br />Resolution 2011-139 introduced by Mayor Kennedy was given its second reading. A <br />Resolution approving the adoption of a fund balance reporting policy in compliance with <br />the Governmental Accounting and Standazds Boazd, specifically statement 54, and <br />declaring an emergency. Councilman Barker made a motion so suspend the rule <br />requiring three readings. The motion was seconded by Councilman Kearney and passed <br />unanimously. Councilman Barker moved for adoption. The motion was seconded by <br />Councilman Kearney and passed unanimously. Resolution 2011-139 adopted. <br />7 <br /> <br />
