The Finance Director explained that the <br />summary for the fund (page 13) shows how it all balances. He then divided the new <br />sewer rates into the dollar amounts that are supposed to be collected by the sewer rates, <br />and the usage being used is 12.3% below the usage billed in 2010. He added that to his <br />memo that he presented to Council, the Finance Director and Mayor. He said it appears <br />page 13 of the sewer rate study fails to pick up any revenue collected from Olmsted <br />Township. He asked to take the Ordinance back into committee to verify whether he is <br />right or wrong or if some adjustment should be made. Copfer said it is there and included <br />as a separate one. The mcf is not included because they do not pay the same rate as <br />North Olmsted. She said Burn's memo includes 16,200 of Olmsted Township mcf when <br />they do not pay the same rate because they don't pay for the collection system. That is <br />not supposed to be included. Copfer said she will look into this further for Council. <br />Dennis Lambert, 25057 Carey Lane said he objects to 2011-74 (Sewer Rates). When he <br />attended committee meetings in the past, the increase was almost 50% at that time over a <br />five year period. Now it seems the rate will be doubled. If there is a need for capital <br />improvements, why not pass a capital bond levy? People are going to be outraged by <br />this. A sewer rate increase is not a rate increase if you own it. It's a tax. He also <br />disagrees with 2011-96. This is purely the reaction of people that don't know what <br />they're doing. This is paying to hire labor negotiators that could be going for people with <br />feet on the street. Management always has the upper hand and until management agrees <br />to any changes, the union gets nothing. This is squandering the city's money and builds <br />animosity between people that should be working together. He thanked the work crews <br />of the city for doing a wonderful job on his street, especially Road Foreman Dave <br />Demaline. The crews worked diligently and installed two great boxes for the sewers. <br />There have been a few good rain falls and it's working to prevent asphalt getting in the <br />sewers. Dave Demaline was especially personable in explaining what they were doing <br />and how they were doing it. There are some good people working for the city. Mayor <br />Kennedy said he will personally thank the service employees and extend Lambert's good <br />wishes, particularly the three workers that just got hired by the savings that was created in <br />hearty negotiations and cutting out the fat by Johnson, Miller & Schmitz. <br />Joseph Soltesz, 24827 Arlington Lane said with 2.60 more inches of rain, this is the <br />wettest year on record. He had to personally remove the water out of the ditch on <br />Arlington Lane that sat there for three weeks. This could inconceivably be a health issue <br />for North Olmsted because of the smell and mosquito larvae. The city does have an <br />obligation to find out why that ditch is blocked. It's collapsed because the water doesn't <br />move. The vegetation around it is dying so the residents are going to replace it. He <br />asked for the city to look into the problem and resolve it. <br />Carl Schanz, 6140 W. 130' Brook Park and also a member of Firefighters Local 1267 <br />and MDA Coordinator. He mentioned the North Olmsted Firefighters Local 1267 24`" <br />Annual Benefit Car Show known as Crusin' 2011. This benefit has continuously gone on <br />since 1988. Every year, 100% of the proceeds are donated to the Muscular Dystrophy <br />Association with an accumulative amount of close to $200,000 over 24 years. <br />6 <br />
