,. <br />Council Minutes of 09-06-2011 <br />make I'll be glad to clarify it. The point is the City Engineer ordered this stuff to be put <br />down. It sure as hell going to run into the ditches and into our sewers. I lifted that right <br />off of where they patched - by hand. It comes right up. It is going to create a nuisance <br />and a mess. It will be a project beyond belief of cleaning it out of the sewers by the time <br />the winter is over. There is barely any oil on your hands after touching it. It's reclaimed <br />asphalt they padded in place to make it look good. If they paid extra for that to go down, <br />the city will pay in the spring to clean it back up. Lambert said he cannot believe <br />anybody would have given an order to put that stuff down or to pay for it. He wants the <br />Council as the keeper of the funds to be aware of it. Councilman Orlowski said he was <br />on Gessner and he looked at where they were laying this down. Part of the object of this <br />is to create a burm on the road. He suggested to the Administration to talk to some of the <br />employees in the streets dept. and Service Dept. to ask them about this type of system. <br />It's very soft, will not hold anything in place and will end up in the swales and will clog <br />up the drainage. Mayor Kennedy said he appreciates that and he will look into it. He <br />told Lambert he doesn't want him to bore in the street. Please call instead of picking up <br />stuff. He will check with the Engineer. Lambert said if he can lift his street up by hand <br />he is going to bring it up to him and set it on his desk because no street should be able to <br />be lifted up by hand. Mayor Kennedy said he does not know if this project is done yet. <br />Councilman Orlowski said on Martin Drive they went back and put a burm on that road. <br />There are other places where this was done previously. Lambert said the fact is there is a <br />white line that has been put down and the final tar has been put on, so it doesn't make any <br />sense to re-pave it. <br />Jeff Peepers, 6389 McKenzie Rd. said the Homecoming was a great success and they had <br />great weather. The Thursday night car show was very successful and drew a great crowd. <br />Friday night went well and the City's tent had a great turnout there. There was great <br />weather for the parade on Sunday. Peepers thanked City Council and the Mayor for their <br />support. He also acknowledged and thanked the Mayor's staff, Safety Dept., the police <br />including auxiliaries, the Recreation Dept., Dave Greenspan and his crew (softball <br />tournament), and the Service Dept. They probably grossed the highest amount -near <br />$40,000 - in ride revenue this year. Mayor Kennedy thanked Jeff Peepers and all of the <br />Community Council for their hard work and dedication. <br />LEGISLATION <br />Ordinance 2011-65 introduced by Mayor Kennedy was given its third reading. An <br />Ordinance amending Section 1139.01 of the North Olmsted Zoning Code entitled <br />"General Retail Business District" to permit religious uses, including churches and <br />related buildings, as amended. Councilman Mahoney moved for adoption. The motion <br />was seconded by Councilman Barker and passed unanimously. Ordinance 2011-65 <br />adopted. <br />Resolution 2011-88 introduced by Mayor Kennedy was given its second reading. A <br />Resolution authorizing the Mayor to enter into a contract with CVS Pharmacy, Inc. for <br />the administration of influenza vaccinations at the North Olmsted Senior Center. <br />5 <br />
