There will be another Committee of the Whole meeting regarding redistricting on Tuesday, June 14, 2011 at 6:45 p.m. Councilman Barker, Chairman of the Finance Committee: The Finance Committee met Tuesday, May 24, 2011 at 8:00 p.m. Present were committee members Barker, Kearney and Schumann; President Limpert; Council members Mahoney, Orlowski and Williamson; Law Director Gareau and Finance Director Copfer. • Discussed was Ordinance 2011-71 which is an Ordinance amending and establishing rates of compensation for various administrative and legislative personnel for the year 2011 by amending Section 14 to reduce the number of furlough days from seven (7) to four and one-half (4.5); and otherwise restate the compensation rate ranges and descriptions for various administrative and legislative personnel for the year 2011, and declaring an emergency, as amended. Due to the reduction in furlough days from 13 to 7 for the FOP and dispatchers, the non-bargaining furloughs will be reduced as well. The committee voted 3-0 for approval of Ordinance 2011-71 with suspension. The meeting was adjourned at 8:08 p.m. Councilman Barker made a motion to amend Ordinance 2011-71 to change 7 days to 4.5 days under Section 14 with the words "no full time employee whose position is listed in this Ordinance and who is separated from employment from the city for any reason prior to the effective date of this Ordinance shall be permitted to request an re-evaluation of accumulated benefits paid out or at or near separation based upon the reduction of furlough days from 7 to 4.5. The Director of Finance is prohibited from re-calculating and paying out additional benefits to full-time employees listed in this Ordinance and who are no longer employed by the city based upon the reduction of furlough days." The motion was seconded by Councilman Kearney and passed unanimously. Ordinance 2011-71 amended. Councilman Barker made a motion to suspend committee review pertaining to the R.I.T.A. Regional Council of Governments Appointment of Delegate and Alternate Delagate. The motion was seconded by Councilman Schumann and passed unanimously. Committee review suspended. Councilman Barker made a motion to approve the appointment of Carrie Copfer as Delegate and Jessica Howlett as Alternate Delegate to the R.I.T.A. Regional Council of Governments. The motion was seconded by Councilman Schumann and passed unanimously. Carrie Copfer and Jessica Howlett appointments as Delegate and Alternate Delegate approved.
