There will be another Committee of the Whole <br />meeting regarding redistricting on Tuesday, June 14, 2011 at 6:45 p.m. <br />Councilman Barker, Chairman of the Finance Committee: <br />The Finance Committee met Tuesday, May 24, 2011 at 8:00 p.m. Present were <br />committee members Barker, Kearney and Schumann; President Limpert; Council <br />members Mahoney, Orlowski and Williamson; Law Director Gareau and Finance <br />Director Copfer. <br />• Discussed was Ordinance 2011-71 which is an Ordinance amending and <br />establishing rates of compensation for various administrative and legislative <br />personnel for the year 2011 by amending Section 14 to reduce the number of <br />furlough days from seven (7) to four and one-half (4.5); and otherwise restate the <br />compensation rate ranges and descriptions for various administrative and <br />legislative personnel for the year 2011, and declaring an emergency, as amended. <br />Due to the reduction in furlough days from 13 to 7 for the FOP and dispatchers, <br />the non-bargaining furloughs will be reduced as well. The committee voted 3-0 <br />for approval of Ordinance 2011-71 with suspension. The meeting was adjourned <br />at 8:08 p.m. <br />Councilman Barker made a motion to amend Ordinance 2011-71 to change 7 days to 4.5 <br />days under Section 14 with the words "no full time employee whose position is listed in <br />this Ordinance and who is separated from employment from the city for any reason prior <br />to the effective date of this Ordinance shall be permitted to request an re-evaluation of <br />accumulated benefits paid out or at or near separation based upon the reduction of <br />furlough days from 7 to 4.5. The Director of Finance is prohibited from re-calculating <br />and paying out additional benefits to full-time employees listed in this Ordinance and <br />who are no longer employed by the city based upon the reduction of furlough days." The <br />motion was seconded by Councilman Kearney and passed unanimously. Ordinance <br />2011-71 amended. <br />Councilman Barker made a motion to suspend committee review pertaining to the <br />R.I.T.A. Regional Council of Governments Appointment of Delegate and Alternate <br />Delagate. The motion was seconded by Councilman Schumann and passed unanimously. <br />Committee review suspended. <br />Councilman Barker made a motion to approve the appointment of Carrie Copfer as <br />Delegate and Jessica Howlett as Alternate Delegate to the R.I.T.A. Regional Council of <br />Governments. The motion was seconded by Councilman Schumann and passed <br />unanimously. Carrie Copfer and Jessica Howlett appointments as Delegate and Alternate <br />Delegate approved. <br />Councilman Orlowski, Chairman of the Environmental Control Committee: <br />
