Council Minutes of 06-07-2011 <br />The Environmental Control Committee meeting of May 24, 2011, was called to order at <br />8:30 p.m. In attendance were Council President Limpert; Committee members Barker & <br />Orlowski; Council members Kearney, Mahoney, Schumann & Williamson; Finance <br />Director Copfer; Public Works Commissioner Ritenauer and guests. <br />• Discussed was Resolution 2011-70 which is a Resolution authorizing the Mayor <br />to request proposals from firms qualified to conduct a comprehensive curbside <br />leaf collection program; further authorizing the Mayor to enter into an agreement <br />with the firm selected in the RFP process, after approval by the Board of Control, <br />and declaring an emergency. The administration wishes to advertise for bids for <br />leaf pick-up. In the past, 3Z's has been the only bidder on the leaf pick-up <br />program. A Brecksville area company has expressed an interest in bidding on the <br />city's leaf pick-up. The Administration may consider outfitting the current fleet <br />of trucks with boxes to conduct our own in-house leaf pick-up program. Hiring <br />additional transient employees to supplement the current employees may be a <br />problem as there is usually a high rate of turnover with transient employees. The <br />Administration has viewed some of the modern leaf pick-up equipment; it would <br />entail a sizeable investment on the part of the City. A motion was made by <br />Councilman Orlowski and a second by Councilman Barker to recommend <br />approval of Resolution 2011-70 to all of Council with suspension of the rule <br />requiring three readings. The meeting was adjourned at 8:42 p.m. <br />Councilman Mahoney, Chairman of the Building, Zoning & Development Committee: <br />The BZD Committee met Tuesday, May 24, 2011 at 7:30 p.m. Present were committee <br />members Mahoney, Kearney and Barker; President Limpert; Council members Orlowski, <br />Schumann and Williamson; Law Director Gareau; Finance Director Copfer and <br />Planning/Development Director Wenger. <br />• Discussed first was CMS11-08 First Federal of Lakewood located at 26624 <br />Lorain Road. This project consists of demolishing the current First Federal Bank <br />of Lakewood and constructing an addition onto the existing plaza to <br />accommodate First Federal and an additional three new retail tenants. The <br />committee voted 3-0 for approval of CMS 11-08 First Federal of Lakewood <br />located at 26624 Lorain Road. <br />• Discussed next was CMS 10-06 Elevate North Church. A conditional use permit <br />was granted a year ago to allow Elevate North Church to operate by the food <br />court at Westfield Great Northern Mall. There have been no issues and no <br />complaints. The committee voted 3-0 to recommend and extension of the <br />conditional use permit for an additional year for Elevate North Church. <br />• The last item was CMS 10-35 Gyro George. Gyro George has been granted one <br />extension after another to improve their property and to correct some property <br />maintenance issues. The committee voted 2-1 to hold CMS10-35 Gyro George in <br />committee. Subsequently, the city has received communication from the attorney <br />from Gyro George indicating the withdrawal of the proposal to improve the site. <br />6 <br />
