w~ , <br />Council Minutes of 06-07-2011 <br />Councilman Schumann made a motion to approve the appointment of Bob Papotto to the <br />Board of Building Code Appeals. The motion was seconded by Councilwoman <br />Williamson and passed unanimously. Bob Papotto appointed to the Board of Building <br />Code Appeals. <br />Councilman Schumann thanked those appointed for their future service to the <br />community. <br />AUDIENCE PARTICIPATION <br />Joseph Soltesz, 24827 Arlington Lane presented three photographs of flooding in his <br />neighborhood to the Mayor. His development has a drainage ditch that the builder put in, <br />and there are various inlets to the drain. It's a heavy duty cardboard tubing, and the <br />tubing collapsed behind his property several years ago causing water to back up. <br />Everyone's property drains into his backyard. Since the collapsed tubing was taken care <br />of, there has been good success with the drainage. After the most recent storm, this <br />hasn't been the case. There was water in his backyard but fortunately did not enter his <br />house. The ditch is not working correctly because the water sat there for three days. He <br />requests that someone can come out and look at the drainage situation to make sure it has <br />not collapsed or to see if his neighbor can open the sewer. Mayor Kennedy said the city <br />is currently responding to many flooding calls. If his neighbor covered the drain, that is a <br />problem. Gareau said one of the cases that has been referred to the Law Dept. is <br />regarding a resident who has obstructed a Swale. The city can look at it and in some <br />cases can order an obstruction to be removed. Councilman Orlowski said in 1962 when <br />they platted that development, the City of North Olmsted took an easement. The City of <br />North Olmsted is responsible for maintaining storm water drainage back there. <br />Don Pangrac, 23470 Sharon Drive said he still does not have his garbage can that was <br />promised to him back at the end of March. He is presently taking his garbage to his <br />wife's sister's house on Bentley Drive and leaving it with her to get picked up. <br />Councilman Barker said he talked to Mr. Kidder two weeks ago and gave him Pangrac's <br />name, phone number and address and he said he called Pangrac and told him he would be <br />getting a can but they are behind on delivery of the cans he wants. Councilman Barker <br />said Pangrac originally did not want a can at all and he arranged through the former <br />Safety/Service Director Ritenauer that he could put his bag on the tree lawn and they <br />would pick it up. He made the call to arrange the can. Pangrac asked if residents can get <br />a refund on the water bill because they are over paying because the billing system can't <br />handle it. Copfer said if you use less than 1 mcf and you're on the Homestead <br />Exemption? Pangrac said no, being billed using .9 and being billed for 1. Copfer said <br />you have to be on the Homestead Exemption currently to be able to receive that, and that <br />is through the last billing cycle. You can still get it if you're qualified. Pangrac asked if <br />this will ever get resolved. Copfer said the Ordinance that was removed tonight is <br />already drafted to include the 1 mcf minimum bill will no longer be except for the debt <br />service portion that they have to charge. Pangrac said if it can't be straightened out then <br />there's a problem. It's unfair to pay an overcharge for sewage while others in the <br />community are reaping the benefit of the overcharge and are paying less.
