Pangrac said the City of Cleveland raised water rates 82% <br />and turns around and raises the new Commissioner to $200,000 a year. It's easy for the <br />City of Cleveland to spend other people's money because they have a "cash cow" -the <br />suburbs of Cleveland. He is tired of being dragged around by the City of Cleveland, and <br />the City of North Olmsted should find an alternative source of water. <br />Dennis Lambert, 25057 Carey Lane said he appreciated the Mayor's comments of being <br />proactive regarding sewers. He is assuming the legislation being brought forward to <br />Council will include a rate increase. He reminded Council that a couple of years ago, the <br />sewer rates increased 50% over a five year period. When he was involved in Fairview <br />Park's sewer problems, besides sewer cleaning they found large areas where roots have <br />accumulated that needed to be literally ground out. This was very expensive to have <br />done. He addressed several issues such as cross coupling. This is an engineering issue. <br />You have sewer pipes in the ground serving streets that have 8-inch mains. It's not <br />enough for storm water. This is something that is not going to be solved with a piece of <br />legislation and vacuuming of sewers. As a taxpayer, he will not be happy to see any <br />additional expenses added to his bill. <br />Jim Burns, 28938 Lorain Road said 2010-100 is on the agenda tonight for third reading. <br />When he was Finance Director, delinquent property taxes never exceeded 5% and the <br />majority of the delinquency was personal property tax which no longer exists. He has <br />asked for information as to what the delinquencies are, and the city has not provided this <br />information. There is also a large investment made when these units are built out for use. <br />By not permitting or voiding an occupancy permit, the city opens itself up to a lawsuit. If <br />this occupancy permit is voided, there is no revenue that the owner of the property has to <br />pay property taxes or to maintain the property. They're also not going to be able to <br />employ employees who pay income tax to the city. Subsequent payments made on these <br />delinquencies are not a remedy to voiding the occupancy permit. There is no appeal <br />process written in the Ordinance, and it applies to only owner-occupied property. Most <br />of the shopping centers in North Olmsted wouldn't even be covered by this Ordinance. <br />He suggests that Council votes no on this Ordinance. <br />John Fitzgerald, 26452 Chapel Hill Drive said he took offense to President Limpert's <br />joke about the new Safety/Service Director getting calls about basements flooding. He <br />said Councilman Brossard and Bob Binggeli have helped him when his basement <br />flooded. He said he has lost irreplaceable items and valuables in eleven inches of sewer <br />water. He said one of his neighbors E-mailed the city regarding flooding on his street <br />and the recipient of the E-mail said they didn't know why the E-mail was being directed <br />at them. Fitzgerald said everyone at the city should have a concern for this. Bing told <br />him that Hazen & Sawyer did a study and they will be putting a large retention well on <br />Dover Center Road at the end of Chapel Hill Drive. He is also considering putting a <br />check valve it at his own cost. He has flooded three times since February, and he is <br />shocked that he hasn't seen any reports or information regarding this. He feels there is a <br />tack of visible communication. Mayor Kennedy said there is nothing worse than getting <br />water or sanitary back up in your basement. It is a priority in this Administration to make <br />9 <br />
