~~. <br />Council Minutes of 04-19-2011 <br />~, <br />painting. When the weather permits, crews will be outside working on the <br />baseball fields and cleaning up the parks. Work has also begun on the old North <br />Olmsted Park restrooms. <br />Director of Law Gareau: <br />• He made a friendly amendment to the Mayor's report. He indicated that the <br />Mayor is not the Director of Public Safety/Service. He is going to act in the <br />capacity of Mayor while handling issues such as advertising for bids, etc. since <br />there is no Director of Public Safety/Service currently. <br />• On March 30, 2011 the Secretary of State issued the results of the 2010 Census <br />for the City of North Olmsted. The population of the city is 32,718. That is down <br />from 34,081 in 2000. Pursuant to the Charter, Council must begin the process of <br />redistricting the four wards. The Charter requires this every 10 years. <br />• In the area of property maintenance, four cases remain pending in the Rocky <br />River Municipal Court. There is one case with a conviction pending sentencing. <br />There are three cases that remain subject to conviction. <br />• The Fair Housing Poster Contest information is available on the website and <br />through the Law Dept. <br />• The Law Dept. has drafted suggested changes to the public records policy of the <br />City of North Olmsted to bring it up to date. Those suggested changes have been <br />forwarded to the Records Commission for comment and input. <br />Councilman Barker asked Gareau to define property maintenance convictions -fines or <br />jail? Gareau said it could be both. Councilman Barker said the house on Noreen that the <br />city has been having trouble with for many years has been finally sold and bought by a <br />gentleman who fixed it up and has it on the market. <br />Director of Finance Copfer: <br />• She commended John Lasko, Jr. and said it has been a pleasure to work with him. <br />• The auditors are back this week and taking priority over closing the month of <br />March. <br />• Looking at estimated resources through four months of collections from <br />municipal income tax, the city is nearly 8% down from last year. While <br />withholding is up 1% and individual is up 4%, net profits are down 85%. <br />• The city is going to lose about $250,000 in the general fund this year from the <br />State. In 2012 the city will not get any funds. The recreation fund will also be <br />affected with a reduction to $7,000 from $50,000 this year. The bond retirement <br />fund will not be affected. The $142,000 that goes into that fund from the Charter <br />millage that was set will continue through 2016. <br />• The MUNIS system is up and running and everything has been fine. <br />3 <br />
