CMS 11-02 Sunoco <br />approved. <br />Councilman Kearney, Chairman of the Recreation, Public Parks & Buildings Committee: <br />The Recreation Committee met Tuesday, March 22, 2011 at 7:15 p.m. Present were <br />committee members Kearney, Brossard and Orlowski; Council President Limpert; <br />Council members Barker, Mahoney, Schumann and Williamson; Mayor Kennedy and <br />Law Director Gareau. <br />• Discussed was Ordinance 2011-33 which is an Ordinance amending and restating <br />Section 957.01 of Chapter 957 (Alcoholic Beverages on Public Grounds) of the <br />Codified Ordinances of the City of North Olmsted in order to establish a revised <br />system for future approvals of one-time alcohol sales and consumption in the <br />Community Cabin. The Ordinance was held in committee as the Law Dept. has <br />to research some questions asked by the committee. This Ordinance will be <br />discussed in committee on Tuesday, April 12, 2011 at 6:35 p.m. <br />AUDIENCE PARTICIPATION <br />Dennis Lambert, 25057 Carey Lane said he is delighted to hear the Mayor is considering <br />looking at leaf pick-up in-house. He was concerned about leaf pick-up for the City of <br />Fairview Park when he was on Council, plus he worked on the streets of Rocky River for <br />twenty-one years and he got to know the Service Director, Don Umerley at that time. His <br />idea was to put boxes on the back of thirty yard packers which pack ten times the <br />quantity. If you assess leaf pick-up, the biggest cost is not picking up the leaves. The <br />biggest cost is that truck leaving the machine and going somewhere to dump the leaves <br />and driving back -fuel, time wasted and that is leaves not being picked up. Rocky River <br />did it effectively and efficiently, and sometimes they picked up more than once a week on <br />the same streets. Lambert encouraged the Mayor to take a look at the City of Rocky <br />River's leaf pick-up operation. <br />Tim Smith, 6053 Sherwood said he attended both hearings on the removal of Michael <br />Ubaldi from the Civil Service Commission. He expressed disappointment he felt, not <br />with the result of the voting, but with the need for a hearing. After listening to the <br />testimony, he was suspended because he ignored a directive and was posting the test <br />without authority. Yet O'Malley was asked if he had the authority to issue that directive <br />under the Ohio Revised Code, the Charter or any case law to which he admitted he did <br />not. It also appeared the test was never actually posted. There was just the intent to post <br />it. He questions why there was a hearing. It seemed like a waste of the City's resources <br />to do that. Since the secretary did not post it, he was looking for information on how he <br />would post that himself. Smith said he thinks that's something that most people would <br />ask how to do once they were stopped during procedure. This Council and <br />5 <br />
