Council Minutes of 03-01-2011 <br /> <br />On Sunday, the snow plows were out to remove ice and snow to uncover as many <br />catch basins as possible to help with drainage. Pumps were placed on streets after <br />11:00 p.m. on Sunday after the rain started. All crews were called in at 4:30 p.m. <br />and all pumps were placed out on the streets. The City will be spending $42 <br />million on the upgrade of the WWTP and collections system over the course of <br />the next three years which is mandated by the EPA in hopes of alleviating these <br />types of problems. Tomorrow he is meeting with the Emergency Medical Agency <br />to potentially get assistance for those affected by the storm. <br />Councilman Barker said residents were complaining that the pumps were possibly not <br />working. Bob Binggeli, Assistant Superintendent of Collections, said there is a big <br />difference in the sound that the new pumps make than the older pumps. They are much <br />quieter and the residents may have not heard them running. <br />Councilman Brossard indicated that his basement flooded and damages were estimated <br />around $7000. He was very pleased and happy with the City's proactive approach to <br />prevent and minimize the damage of the storm. <br />Director of Law Gareau: <br />• A grievance was filed by Patrolman Gasdick. He reports that he requested August <br />29 through September 2 off for vacation. The request was denied by the Chief as <br />the Chief indicated pursuant to his staffing rights. The grievance proceeded to a <br />step three hearing with Director Ritenauer whereupon the grievance was again <br />denied. The FOP has indicated they will be arbitrating the issue. <br />• Before Council is an Ordinance to proceed with demolition of an unoccupied and <br />abandoned single-family residence on Sunset Oval. It has been a source of <br />nuisance and decay in the neighborhood for a number of years. <br />• The Nissan cars at the Alexander's property have been removed. <br />• Some time ago, the Fact Finder found that the members of the police dept. should <br />receive back 5 of the 13 furlough days when the contract was reopened. Council <br />did not take any action on the matter at the last meeting; therefore Council had <br />accepted the Fact Finder's report. It was reported after the last Council meeting <br />that the members of the FOP rejected the Fact Finder's report and will now be <br />proceeding to conciliation regarding those issues. <br />• An answer to an amended complaint in Andrew Mazzella vs. The City of North <br />Olmsted is due March 11, 2011. He will be working with the insurance defense <br />counsel to file that. <br />• He drafted legislation to create two special revenue funds to prepare for future <br />significant liabilities. This is an exceptional good government initiative and long <br />overdue. He commends Council and the Mayor for the commitment to this act of <br />fiscal responsibility. <br />• The Law Dept. through Bryan O'Malley advised the Civil Service Commission <br />last evening that it was without jurisdiction to proceed with scheduling a test for <br />the promotional examination for Chief of Police as there is no current vacancy <br />and the Chief has not yet provided a date certain; has not even submitted a letter <br />2 <br /> <br />
