Despite having <br />advised the Commission that it had no authority to act at this time, the <br />Commission proceeded to disregazd the advice and directive of Assistant Law <br />Director O'Malley. By a vote of 2-1 they voted to schedule an examination on <br />Apri14, 2011. A formal legal opinion will now be forthcoming on the legitimacy <br />of the conduct of the Civil Service Commission. <br />• He congratulated Paul Schumann on his appointment to City Council. <br />Director of Finance Copfer: <br />• Before Council is the 2011 final Appropriations Ordinance. A few capital items <br />that, because of the funding source, are not in the Ordinance but will be talked <br />about in committee. The detail was E-mailed to Council and budget books will be <br />available at the end of the week. <br />• She congratulated Paul Schumann on his appointment to City Council. <br />Council President Limpert, Chairman of the Committee of the Whole. <br />The Committee of the Whole met Tuesday, February 22, 2011 at 7:00 p.m. Present were <br />President Limpert; Council members Williamson, Mahoney, Kearney, Brossard, Bazker <br />and Orlowski; and Director of Law Gazeau. <br />• Discussed first was Ordinance 2011-16 which is an Ordinance amending and re- <br />establishing Chapter 137 of the Administrative Code entitled "Department of <br />Law" in order to provide for the re-organization thereof. The committee voted for <br />approval of Ordinance 2011-16. <br />• Discussed next was Ordinance 2011-17 which is an Ordinance pursuant to Article <br />XVI of the Charter modifying Article VII, Boazds and Commissions, §3 Pazks <br />and Recreation Commission of the Charter of the City of North Olmsted in order <br />to eliminate as obsolete the now abolished position of Director of Community <br />Life Services as a member of the Commission and further to reduce the <br />commission membership to six (6) members as a result of the elimination. The <br />committee voted for approval of Ordinance 2011-17. <br />• Discussed last was Ordinance 2011-21 which is an Ordinance amending Chapter <br />755 of the Business Regulation Code of the City of North Olmsted, entitled <br />"Secondhand Dealers" to update the regulation and licensing of such resale <br />dealers. There was an amendment to the legislation that was discussed during <br />committee in Section 755.07(4) to add after "driver's license number" "or State <br />ID". The committee voted for approval of Ordinance 2011-21. <br />Councilman Barker made a motion to amend Ordinance 2011-21. The motion was <br />seconded by Councilman Kearney and passed unanimously.
