Council Minutes of 03-01-2011 <br />Councilman Mahoney, Vice Chairman of the BZD Committee scheduled a Public <br />Hearing for Tuesday, April 12, 2011 at 7:00 p.m. to discuss Ordinance 2011-25. <br />Councilman Mahoney, Chairman of the Public Safety, Health & Welfare Committee: <br />The Public Safety, Health & Welfare Committee met Tuesday, February 22, 2011 at 8:25 <br />p.m. Present were committee members Mahoney, Kearney and Williamson; Council <br />President Limpert; Council members Brossard, Barker and Orlowski; and Mayor <br />Kennedy. All three pieces of legislation discussed were reviewed by the Director of <br />Safety/Service and the Animal Warden. All legislation was introduced by Councilman <br />Orlowski and the purpose was to mirror State law. <br />• Discussed first was Ordinance 2011-18 an Ordinance amending Section 505.16 of <br />Chapter 505 (Animals and Fowl) of the General Offenses Code, entitled "Vicious <br />and Dangerous Animals," in order to prohibit surgical debarking and to provide <br />for additional penalties. The committee voted 3-0 to recommend approval of <br />Ordinance 2011-18. <br />• Discussed next was Ordinance 2011-19 which is an Ordinance enacting new <br />Section 505.18 of Chapter 505 (Animals and Fowl) of the General Offenses Code, <br />entitled "Assaulting or Harassing Police Dog or Horse or Service Dog" in order to <br />prohibit animal abuse. The committee voted 3-0 to recommend approval of <br />Ordinance 2011-19. <br />• Discussed last was Ordinance 2011-20 which is an Ordinance enacting new <br />Section 505.17 of Chapter 505 (Animals and Fowl) of the General Offenses Code, <br />entitled "Animal Fighting Prohibited" in order to prohibit such animal abuse. The <br />committee voted 3-0 to recommend approval of Ordinance 2011-20. <br />Councilwoman Williamson made a motion to re-appoint Tom Dubowski to the <br />Landmarks Commission for the term January 1, 2011 through December 31, 2012. The <br />motion was seconded by Councilman Kearney and passed unanimously. Tom Dubowski <br />re-appointed to the Landmarks Commission. <br />AUDIENCE PARTICIPATION <br />Jennifer Rudolph, 3329 Walter Road said she does not see the utility in Resolutions that <br />are proclaiming things or advocating for a certain position because they are pretty much <br />ignored by Columbus. She particularly questions Resolution 2011-31 in opposition to <br />SBS. It is an extremely divisive issue and she challenges everyone on Council that they <br />can speak for all of the residents in their Wards or in the City in saying that they oppose <br />or do not oppose this legislation. She does not think it is the place for a local City <br />Council to weigh in on this matter. <br />Frank Gifford, 4336 Lansing Drive said since 1972 they have had nothing but trouble <br />with sanitary back-up on Lansing Drive.
