Council Minutes of 03-01-2011 "Board of Building Code Appeals" in order to create the position of Vice Chairman and to eliminate the position of Secretary to the Board, as amended. Councilman Mahoney moved for adoption. The motion was seconded by Councilman Barker and passed unanimously. Ordinance 2011-13 adopted. Ordinance 2011-14 introduced by Mayor Kennedy was given its third reading. An Ordinance amending and re-establishing Chapter 143 of the Administrative Code entitled "Boards and Commissions Generally" in order to clarify the duties of the Clerk of Commissions and to eliminate the position of Assistant Clerk of Commissions. Ordinance 2011-15 introduced by Mayor Kennedy was given its third reading. An Ordinance amending and re-establishing Chapter 149 of the Administrative Code entitled "Planning and Design Commission" in order to create the position of Vice Chairman, to eliminate reference to the Clerk of Commissions acting as Secretary to the Board and to amend the notice provision for homeowners associations, as amended. Councilman Mahoney moved for adoption. The motion was seconded by Councilman Barker and passed unanimously. Ordinance 2011-15 adopted. Ordinance 2011-16 introduced by Mayor Kennedy was given its second reading. An Ordinance amending and re-establishing Chapter 137 of the Administrative Code entitled "Department of Law" in order to provide for the re-organization thereof. Ordinance 2011-18 introduced by Councilman Orlowski was given its second reading. An Ordinance amending Section 505.16 of Chapter 505 (Animals and Fowl) of the General Offenses Code, entitled "Vicious and Dangerous Animals," in order to prohibit surgical debarking and to provide for additional penalties. Ordinance 2011-19 introduced by Councilman Orlowski was given its second reading. An Ordinance enacting new Section 505.18 of Chapter 505 (Animals and Fowl) of the General Offenses Code, entitled "Assaulting or Harassing Police Dog or Horse or Service Dog" in order to prohibit animal abuse. Ordinance 2011-20 introduced by Councilman Orlowski was given its second reading. An Ordinance enacting new Section 505.17 of Chapter 505 (Animals and Fowl) of the General Offenses Code, entitled "Animal Fighting Prohibited" in order to prohibit such animal abuse. Ordinance 2011-21 introduced by Councilman Barker was given its second reading. An Ordinance amending Chapter 755 of the Business Regulation Code of the City of North Olmsted, entitled "Secondhand Dealers" to update the regulation and licensing of such resale dealers. Ordinance 2011-23 was introduced and placed on first reading by Mayor Kennedy on behalf of himself, the President of Council and the entire City Council. An Ordinance 7
