C <br />Council Minutes of 02-15-2011 <br /> <br />implement safety and traffic efficiency recommendations along Great Northern <br />Blvd. <br />• Community Garden applications for 2011 are available through the Department of <br />Planning and Development and are due by the end of February. <br />• Second interviews for the Assistant Superintendent of the WWTP will be taking <br />place this week. <br />• Daryl Longley is retiring from the North Olmsted Police Dept. after 33 years of <br />service. <br />• Automated trash collection public meetings have started. The next public meeting <br />will be held Thursday, February 17, 2011 at 7:00 p.m. in the Arts and Crafts room <br />at the Recreation Center. <br />• Fire Chief Klecan and Council President Limpert attended the fire study planning <br />session on Tuesday, February 8, 2011. <br />• There was a chimney fire on Columbia Road on February 11, 2011. Approximate <br />damage was in the amount of $1,500 in smoke damage. <br />Director of Law Gareau: <br />Some time ago, AFSCME filed an unfair labor practice relative to the City at the <br />WWTP changing bargaining unit positions from a weekly to a monthly rotating <br />schedule. The State Employees Relations Board dismissed the unfair labor <br />practice against the City. <br />At the request of Council, he has offered the legal opinion 2011-1 regarding the <br />recommendation of the Charter Review Commission on whether the proposal of <br />the Charter Review Commission to eliminate from the Charter Art. 7 Boards and <br />Commissions Section 3 Parks and Recreation the reference to the Director of <br />Community Life Services as a member of the Parks and Recreation Commission <br />and whether that was anon-substantive language change that may be affected by <br />legislation rather than by formal Charter amendment pursuant to Charter Art. 16 <br />Section 2. It was his opinion that the removal of Community Life Services from <br />the Parks and Recreation Commission is non-substantive in character and <br />constitutes the removal of an obsolete reference. Legislation is before Council <br />tonight on first reading. <br />The Law Dept. has been in contact with North Olmsted Nissan to stop parking <br />their vehicles at the Alexander's property because it is a violation of the Zoning <br />Code. The City was told the cars would be moved this week. <br />Councilman Barker asked if there is any way the City can offer space for business with <br />cars and possibly charge them. Gareau said if the City wanted to lease available space to <br />them to solve aproblem -because the Zoning Code does not apply to the City of North <br />Olmsted -then they can get around that. Gareau said he would be reluctant to tell them <br />to remove their cars and then the City charging them to park the vehicles on their <br />property. <br />Director of Finance Copfer: <br />2 <br />
