This Ordinance <br />addresses vacant storefronts and commercial properties that fall into disrepair thus <br />violating the Building Code. The committee voted 2-0 for approval of Ordinance <br />2011-5 with suspension. <br />• Discussed next was Ordinance 2010-100 an Ordinance amending Section 1119.02 <br />of the Zoning Code of the City of North Olmsted to require, as a prerequisite to <br />issuance of certificate of occupancy, payment of or agreement to make payments <br />on real property taxes, as amended. The committee voted 2-0 to hold Ordinance <br />2010-100 in committee pending further review by the Law Dept. <br />• Discussed next was Ordinance 2010-126 an Ordinance repealing Section 1123.15 <br />of the North Olmsted Zoning Code entitled "Expiration of Order, and amending <br />Section 1123.12 of the North Olmsted Zoning Code entitled "Appeal Conditions," <br />in order to time limit certain variances granted pursuant to Section 1123.12 and <br />further authorizing the Director of Planning and Development to administratively <br />extend established variance time limitations. Numerous comments and concerns <br />by guests were heard during the meeting. The purpose of the legislation is to <br />streamline the process for applicants in which they are seeking only an extension <br />of time and not changing the plans that have been submitted. This would save <br />residents and business owners' time and expense of having to re-apply. The <br />committee voted 2-0 for approval of Ordinance 2010-126. <br />• Lastly, discussed was Ordinance 2010-128 an Ordinance amending Section <br />1126.10 of the North Olmsted Zoning Code entitled "Expiration of Approval," to <br />authorize the Director of Planning and Development to administratively extend <br />established time limitations, as amended. This legislation would allow the <br />Director of Planning and Development to grant time extensions for development <br />plan approvals for up to one year. The committee voted 2-0 for approval of <br />Ordinance 2010-128 with amendments. <br />Councilman Mahoney made a motion to amend Ordinance 2010-128. The motion was <br />seconded by Councilman Barker and passed unanimously. Ordinance 2010-128 <br />amended. <br />Councilman Mahoney, Chairman of the Public Safety, Health & Welfare Committee: <br />The Public Safety, Health & Welfare Committee met Tuesday, February 1, 2011 at 7:20 <br />p.m. Present were committee members Mahoney, Kearney and Williamson; Council <br />President Limpert; Council members Brossard, Barker and Orlowski; Mayor Kennedy <br />and Safety/Service Director Ritenauer. <br />• Discussed was Resolution 2011-10 a Resolution authorizing the Director of <br />Public Safety on behalf of the City to apply for a Fiscal Year 2010 Assistance to <br />Firefighters Grant for the purpose of creating community programs to promote <br />fire safety; further authorizing the Mayor, if the application is granted, to enter <br />into an agreement with the appropriate agency to accept said grant funds, and <br />declaring an emergency.
