The committee voted 2-0 for approval of Ordinance 2011-5 with suspension. • Discussed next was Ordinance 2010-100 an Ordinance amending Section 1119.02 of the Zoning Code of the City of North Olmsted to require, as a prerequisite to issuance of certificate of occupancy, payment of or agreement to make payments on real property taxes, as amended. The committee voted 2-0 to hold Ordinance 2010-100 in committee pending further review by the Law Dept. • Discussed next was Ordinance 2010-126 an Ordinance repealing Section 1123.15 of the North Olmsted Zoning Code entitled "Expiration of Order, and amending Section 1123.12 of the North Olmsted Zoning Code entitled "Appeal Conditions," in order to time limit certain variances granted pursuant to Section 1123.12 and further authorizing the Director of Planning and Development to administratively extend established variance time limitations. Numerous comments and concerns by guests were heard during the meeting. The purpose of the legislation is to streamline the process for applicants in which they are seeking only an extension of time and not changing the plans that have been submitted. This would save residents and business owners' time and expense of having to re-apply. The committee voted 2-0 for approval of Ordinance 2010-126. • Lastly, discussed was Ordinance 2010-128 an Ordinance amending Section 1126.10 of the North Olmsted Zoning Code entitled "Expiration of Approval," to authorize the Director of Planning and Development to administratively extend established time limitations, as amended. This legislation would allow the Director of Planning and Development to grant time extensions for development plan approvals for up to one year. The committee voted 2-0 for approval of Ordinance 2010-128 with amendments. Councilman Mahoney made a motion to amend Ordinance 2010-128. The motion was seconded by Councilman Barker and passed unanimously. Ordinance 2010-128 amended. Councilman Mahoney, Chairman of the Public Safety, Health & Welfare Committee: The Public Safety, Health & Welfare Committee met Tuesday, February 1, 2011 at 7:20 p.m. Present were committee members Mahoney, Kearney and Williamson; Council President Limpert; Council members Brossard, Barker and Orlowski; Mayor Kennedy and Safety/Service Director Ritenauer. • Discussed was Resolution 2011-10 a Resolution authorizing the Director of Public Safety on behalf of the City to apply for a Fiscal Year 2010 Assistance to Firefighters Grant for the purpose of creating community programs to promote fire safety; further authorizing the Mayor, if the application is granted, to enter into an agreement with the appropriate agency to accept said grant funds, and declaring an emergency.
