Council Minutes of 02-01-2011 Ordinance 2010-126 introduced by Mayor Kennedy was given its second reading. An Ordinance repealing Section 1123.15 of the North Olmsted Zoning Code entitled "Expiration of Order," and amending Section 1123.12 of the North Olmsted Zoning code entitled "Appeal Conditions," in order to time limit certain variances granted pursuant to Section 1123.12 and further authorizing the Director of Planning and Development to administratively extend established variance time limitations. Ordinance 2010-128 introduced by Mayor Kennedy on behalf of Councilman Barker was given its second reading. An Ordinance amending Section 1126.10 of the North Olmsted Zoning Code entitled "Expiration of Approval," to authorize the Director of Planning and Development to administratively extend established time limitations, as amended. Resolution 2011-4 introduced by Mayor Kennedy was given its second reading. Resolution authorizing the Director of Planning and Development to request proposals from firms qualified to conduct a comprehensive energy audit of various municipal buildings, all as required by the Cuyahoga County Municipal Energy Program; further authorizing the Mayor to enter into an Agreement with the firm selected in the RFP process, after approval by the Board of Control, and declaring an emergency. Councilman Kearney made a motion to suspend the rule requiring three readings. The motion was seconded by Councilman Mahoney and passed unanimously. Councilman Kearney moved for adoption. Ordinance 2011-5 introduced by Mayor Kennedy on behalf of Councilman Barker was given its second reading. An Ordinance amending and re-establishing Chapter 1359 of the Building Code entitled "Maintenance of Unoccupied Commercial Buildings" in order to provide the Director of Planning and Development with administrative authority to monitor vacancies, establish bond amounts and to recognize appeals from property owners. Councilman Barker made a motion to suspend the rule requiring three readings. The motion was seconded by Councilman Mahoney and passed unanimously. Councilman Barker moved for adoption. Ordinance 2011-7 was introduced and placed on first reading by Councilman Mahoney on behalf of Council members Williamson and Kearney. An Ordinance establishing and fixing the compensation for Council-at-Large members for the term of office commencing January 1, 2012 through December 31, 2015. Resolution 2011-8 was introduced and placed on first reading by Mayor Kennedy. A Resolution authorizing and directing the Director of Planning and Development to make application on behalf of the City of North Olmsted for a Northeast Ohio Public Energy Council (NOPEC) Powering Our Communities Grant; further authorizing the Mayor to accept the grant if awarded; and to execute a contract with NOPEC, and declaring an emergency. 6
