Council Minutes of 02-01-2011 <br />Ordinance 2010-126 introduced by Mayor Kennedy was given its second reading. An <br />Ordinance repealing Section 1123.15 of the North Olmsted Zoning Code entitled <br />"Expiration of Order," and amending Section 1123.12 of the North Olmsted Zoning code <br />entitled "Appeal Conditions," in order to time limit certain variances granted pursuant to <br />Section 1123.12 and further authorizing the Director of Planning and Development to <br />administratively extend established variance time limitations. <br />Ordinance 2010-128 introduced by Mayor Kennedy on behalf of Councilman Barker was <br />given its second reading. An Ordinance amending Section 1126.10 of the North Olmsted <br />Zoning Code entitled "Expiration of Approval," to authorize the Director of Planning and <br />Development to administratively extend established time limitations, as amended. <br />Resolution 2011-4 introduced by Mayor Kennedy was given its second reading. <br />Resolution authorizing the Director of Planning and Development to request proposals <br />from firms qualified to conduct a comprehensive energy audit of various municipal <br />buildings, all as required by the Cuyahoga County Municipal Energy Program; further <br />authorizing the Mayor to enter into an Agreement with the firm selected in the RFP <br />process, after approval by the Board of Control, and declaring an emergency. <br />Councilman Kearney made a motion to suspend the rule requiring three readings. The <br />motion was seconded by Councilman Mahoney and passed unanimously. Councilman <br />Kearney moved for adoption. The motion was seconded by Councilman Mahoney and <br />passed unanimously. Resolution 2011-4 adopted. <br />Ordinance 2011-5 introduced by Mayor Kennedy on behalf of Councilman Barker was <br />given its second reading. An Ordinance amending and re-establishing Chapter 1359 of <br />the Building Code entitled "Maintenance of Unoccupied Commercial Buildings" in order <br />to provide the Director of Planning and Development with administrative authority to <br />monitor vacancies, establish bond amounts and to recognize appeals from property <br />owners. Councilman Barker made a motion to suspend the rule requiring three readings. <br />The motion was seconded by Councilman Mahoney and passed unanimously. <br />Councilman Barker moved for adoption. The motion was seconded by Councilman <br />Mahoney and passed unanimously. Ordinance 2011-5 adopted. <br />Ordinance 2011-7 was introduced and placed on first reading by Councilman Mahoney <br />on behalf of Council members Williamson and Kearney. An Ordinance establishing and <br />fixing the compensation for Council-at-Large members for the term of office <br />commencing January 1, 2012 through December 31, 2015. <br />Resolution 2011-8 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution authorizing and directing the Director of Planning and Development to make <br />application on behalf of the City of North Olmsted for a Northeast Ohio Public Energy <br />Council (NOPEC) Powering Our Communities Grant; further authorizing the Mayor to <br />accept the grant if awarded; and to execute a contract with NOPEC, and declaring an <br />emergency. <br />6 <br /> <br />
