Council Minutes of 01-18-2011 <br />Director of Finance Copfer: <br />• She commended Councilwoman Jones on her decision to utilize her gifts and <br />talents to become the County Director of Communications, and wished her the <br />best of luck. <br />• The RITA subpoena program will be held in Council Chambers February 9, 2011 <br />through February 11, 2011. <br />• The estimated projected savings for the new utility contract for electricity is <br />approximately $40,000 to $55,000 for the Recreation Center and $50,000 to <br />$75,000 for the Waste Water Treatment Plant. <br />• Updates to Munis, the City's financial software program, included necessary W-2 <br />and 1099 changes. <br />• The Finance Dept. is in the process of closing, and the Mayor's budgets are being <br />submitted for the next year. <br />Council President Limpert met with the Council Presidents of Rocky River, Bay Village, <br />Westlake, Fairview Park and an Olmsted Township Trustee on Monday, January 17, <br />2011. This is not an official gathering. The three main purposes are to learn the <br />commonalities of each of the cities, the challenges that are faced and the results of <br />solutions; bring back good solutions to share with the Administration to enact with <br />support of Council; and to serve as a bridge from the Administration to Council. <br />Councilman Barker, Chairman of the Finance Committee: <br />The Finance Committee met Tuesday, January 11, 2011 at 7:05 p.m. Present were <br />committee members Barker, Kearney and Jones; Council President Limpert; Council <br />members Orlowski, Williamson, and Mahoney; Mayor Kennedy; Director of Law <br />Gareau; Director of Finance Copfer; and Director of Safety and Service Ritenauer. <br />• Mark Urbanowicz of the City's IT Dept. announced that the new E-mail server <br />has been installed and all communications will be stored on site. <br />• Ordinance 2011-1 is an Ordinance creating new Section 111.10 of the <br />Administrative Code of the City of North Olmsted entitled, "Public Utility <br />Contracts" in order to establish a contracting procedure to be used in securing <br />contracts for the providing of public utility services to municipal buildings and <br />fixtures, as amended. This Ordinance creates anew Section giving the <br />Administration the ability to "shop" for utilities and save the City money without <br />having to come before Council every time. An amendment, suggested by <br />Councilman Orlowski, was added to let Council know of the changes so that <br />Council can explain any changes to residents. The committee voted 3-0 for <br />approval of Ordinance 2011-1 with suspension. <br />• Ordinance 2011-2 is an Ordinance dispensing with the RFP process otherwise <br />required by Sections 111.03 et seq. of the Administrative Code and authorizing <br />the Mayor, subject to approval of the Board of Control, if necessary, to enter into <br />five-year agreement with the Walter H.
