Council Minutes of 01-18-2011
Director of Finance Copfer:
• She commended Councilwoman Jones on her decision to utilize her gifts and
talents to become the County Director of Communications, and wished her the
best of luck.
• The RITA subpoena program will be held in Council Chambers February 9, 2011
through February 11, 2011.
• The estimated projected savings for the new utility contract for electricity is
approximately $40,000 to $55,000 for the Recreation Center and $50,000 to
$75,000 for the Waste Water Treatment Plant.
• Updates to Munis, the City's financial software program, included necessary W-2
and 1099 changes.
• The Finance Dept. is in the process of closing, and the Mayor's budgets are being
submitted for the next year.
Council President Limpert met with the Council Presidents of Rocky River, Bay Village,
Westlake, Fairview Park and an Olmsted Township Trustee on Monday, January 17,
2011. This is not an official gathering. The three main purposes are to learn the
commonalities of each of the cities, the challenges that are faced and the results of
solutions; bring back good solutions to share with the Administration to enact with
support of Council; and to serve as a bridge from the Administration to Council.
Councilman Barker, Chairman of the Finance Committee:
The Finance Committee met Tuesday, January 11, 2011 at 7:05 p.m. Present were
committee members Barker, Kearney and Jones; Council President Limpert; Council
members Orlowski, Williamson, and Mahoney; Mayor Kennedy; Director of Law
Gareau; Director of Finance Copfer; and Director of Safety and Service Ritenauer.
• Mark Urbanowicz of the City's IT Dept. announced that the new E-mail server
has been installed and all communications will be stored on site.
• Ordinance 2011-1 is an Ordinance creating new Section 111.10 of the
Administrative Code of the City of North Olmsted entitled, "Public Utility
Contracts" in order to establish a contracting procedure to be used in securing
contracts for the providing of public utility services to municipal buildings and
fixtures, as amended. This Ordinance creates anew Section giving the
Administration the ability to "shop" for utilities and save the City money without
having to come before Council every time. An amendment, suggested by
Councilman Orlowski, was added to let Council know of the changes so that
Council can explain any changes to residents. The committee voted 3-0 for
approval of Ordinance 2011-1 with suspension.
• Ordinance 2011-2 is an Ordinance dispensing with the RFP process otherwise
required by Sections 111.03 et seq. of the Administrative Code and authorizing
the Mayor, subject to approval of the Board of Control, if necessary, to enter into
five-year agreement with the Walter H. Drane Company for the purpose of
4
