Council Minutes of 01-18-2011 LEGISLATION Ordinance 2011-1 introduced by Mayor Kennedy was given its second reading. An Ordinance creating new Section 111.10 of the Administrative Code of the City of North Olmsted entitled, "Public Utility Contracts" in order to establish a contracting procedure to be used in securing contracts for the providing of public utility services to municipal buildings and fixtures, as amended. Ordinance 2011-2 introduced by Mayor Kennedy on behalf of himself, the Council President and the entire city Council was given its second reading. An Ordinance dispensing with the ~RFP process otherwise required by Sections 111.03 et seq. of the Administrative Code and authorizing the Mayor, subject to approval of the Boazd of Control, if necessary, to enter into five-year agreement with the Walter H. Drane Company for the purpose of providing ordinance codification services to the City of North Olmsted, and declaring an emergency. Councilman Barker made a motion to suspend the rule requiring three readings. The motion was seconded by Councilwoman Jones and passed unanimously. Councilman Barker moved for adoption. A Resolution authorizing and directing the Director of Public Service to make application on behalf of the City of North Olmsted fora 2011 Community Recycling Awazeness Grant from the Cuyahoga County Solid Waste District ("CCSWD"); further authorizing the Mayor to accept the grant if awarded; and to execute a contract with the CCSWD, and declaring an emergency. Councilman Orlowski made a motion to suspend the rule requiring three readings. The motion was seconded by Councilman Brossard and passed unanimously. Councilman Orlowski moved for adoption. Resolution authorizing the Director of Planning and Development to request proposals from firms qualified to conduct a comprehensive energy audit of various municipal buildings, all as required by the Cuyahoga County Municipal Energy Program; further authorizing the Mayor to enter into an Agreement with the firm selected in the RFP process, after approval by the Board of Control, and declaring an emergency. Ordinance 2011-5 was introduced and placed on first reading by Mayor Kennedy. An Ordinance amending and re-establishing Chapter 1359 of the BuildingCode entitled "Maintenance of Unoccupied Commercial Buildings" in order to provide the Director of Planning and Development with administrative authority to monitor vacancies, establish bond amounts and to recognize appeals from property owners. 7
