Council Minutes of OS-21-2013 <br />Councilman Schumann and passed unanimously. Liquor permit no. 5542888 for Mariola <br />~"° Burgers North Olmsted, LLC dba Rail located at 400 Great Northern Mall approved 6-0. <br />• Discussed next was Resolution 2013-48 which is a Resolution authorizing the <br />Director of Planning and Development to advertise for bids for the award of a <br />contract to provide construction services for improvements to the North Olmsted <br />Police Station consistent with the accessibility requirements of the Americans <br />with Disabilities Act, and authorizing the Mayor, following approval of the Board <br />of Control to contract for the same with the lowest and best bidder, and declaring <br />an emergency. Safety/Service Director Thomas spoke about the major upgrades <br />necessary for the police department which consist of upgrades and improvements <br />to the first floor dispatch area which will allow for security upgrades, additional <br />restroom facilities, an ADA approved restroom in the lobby, temporary evidence <br />storage lockers, relocation of the juvenile program and elimination of certain <br />hallways to accommodate additional changes and upgrades to interview rooms. <br />On the lower level, the upgrades will include a meeting room, additional lockers, <br />a new locker area for the female officers and additional offices for sergeants. The <br />Chief and officers have been involved in the design process. <br />Planning/Development Director Wenger noted that the city borrowed the money <br />for this project last year. The cost of the project is estimated to be $425,000 for <br />the improvements and is anticipated to stay under $500,000 that was borrowed <br />last year. This project will be done in stages so it does not interfere with day-to- <br />day operations of the police dept. Suspension was requested so that bids may be <br />sought immediately after Memorial Day. A motion was made to recommend <br />approval with suspension, which passed 2-0. <br />• Discussed last was Ordinance 2013-29 which is an Ordinance amending Section <br />331.42 of the Traffic Code in order to increase the maximum fine for using a <br />mobile communication device from three dollars to one hundred and fifty dollars. <br />Councilman Schumann introduced this legislation which will increase the fines <br />for using mobile communication devices while operating a motor vehicle. He <br />explained that many cities had increased fines for such an offense and North <br />Olmsted is behind on this issue. He explained that he felt the increase in fines <br />would be a possible deterrent for using mobile devices while operating vehicles as <br />this has become a major safety issue. He spoke with the Police Chief and <br />Safety/Service Director Thomas, who are both in favor of the legislation. The <br />Ordinance was amended to add Council members Williamson and Brossard as co- <br />sponsors. A motion was made to recommend approval which passed 2-0. The <br />meeting adjourned at 8:20 p.m. <br />LEGISLATION <br />Resolution 2013-44 introduced by Mayor Kennedy was given its second reading. <br />Resolution authorizing the Mayor to enter into a contract with Duro-Last Roofing, Inc. to <br />purchase a Duro-Last roofing system for the Salt Dome Repair Project, all through the <br />State Purchase Program; and further authorizing the Mayor to execute all documents <br />necessary to effectuate such purchase, and declaring an emergency. Councilman <br />Kearney made a motion to suspend the rule requiring three readings. The motion was <br />5 <br />
