Council Minutes of OS-07-2013 <br />,~~ The BZD Committee met Tuesday, April 23, 2013 at 7:15 p.m. Present were committee <br />` members Barker and Kearney; Council members Brossard, Orlowski, Schumann and <br />Williamson; Planning/Development Director Wenger. <br />• Discussed was Ordinance 2013-41 which is an Ordinance amending Chapter 1321 <br />of the Codified Ordinances of the City of North Olmsted entitled "Permit and <br />Inspection Fees", and declaring an emergency. This Ordinance will raise fees that <br />have not been raised in over a decade, and these fees are lower than many cities in <br />the area. This Ordinance will streamline and simplify the language for developers <br />and residents. The committee voted 2-0 to recommend approval of Ordinance <br />2013-41. The meeting was adjourned at 7:30 p.m. <br />The BZD Committee met Tuesday, May 7, 2013 at 7:10 p.m. Present were committee <br />members Mahoney, Kearney and Barker; Council President Jones; Council members <br />Brossard, Orlowski and Schumann; Mayor Kennedy; Safety/Service Director Thomas, <br />Planning/Development Director Wenger and guests. <br />• Discussed first was CMS13-04 Nissan located at 30850 Lorain Avenue. This <br />proposal consists of building and site improvements to the former Alexander's <br />Restaurant location. The building will be reused for Nissan office spaces. <br />Additions constructed over the years will be removed and the building restored. <br />No auto sales will occur at this location; however, auto storage is proposed. Site <br />improvements include repairs to fencing, some new fencing, new landscaping, <br />limited pavement removal, and new curbing. Vehicles will be stored in the front <br />75-foot building setback, so one variance was required. The applicant has <br />indicated that they intend to remove former building additions and restore the <br />building. They are unsure as to the condition of what lies beneath the additions. <br />The Commission required the submission of a plan amendment to show proposed <br />building elevations once investigation is complete. The committee voted 3-0 to <br />recommend approval of CMS13-04 Nissan. <br />Councilman Kearney made a motion to approve CMS 13-04 Nissan located at 30850 <br />Lorain Avenue with all conditions set forth by the Planning and Design Commission. <br />The motion was seconded by Councilman Schumann and passed unanimously. CMS13- <br />04 Nissan approved 7-0. <br />• Discussed next was CMS13-06 Victoria Plaza, LLC located at 26101 Country <br />Club Blvd. This proposal consists of the addition of wireless telecommunications <br />equipment to the roof of Victoria Plaza. A series of microwave dishes will be <br />used by a company to transmit proprietary data over a long distance. The two <br />proposed dishes would be considered a conditional accessory use under <br />1151.04(c)(2) of the Code. This section pertains to buildings where three or more <br />antennae already are installed. The Building Department did request and receive <br />a structural analysis of the proposed equipment and the resulting load on the roof <br />mounting system, which was found to be adequate. The Commission requested <br />and the applicant provided improved safety barriers to prevent individuals from <br />walking in the path of the microwave transmissions.
