Council Minutes of OS-07-2013 <br />..,. for the award of a contract to provide construction services for improvements to the <br />',~, North Olmsted Police Station consistent with the accessibility requirements of the <br />Americans with Disabilities Act, and authorizing the Mayor, following approval of the <br />Board of Control to contact for the same with the lowest and best bidder, and declaring <br />an emergency. <br />Ordinance 2013-49 was introduced and placed on first reading by Councilman <br />Schumann. An Ordinance amending Section 331.42 of the Traffic Code in order to <br />increase the maximum fine for using a mobile communication device from three dollars <br />to one hundred and fifty dollars. <br />Ordinance 2013-50 was introduced and placed on first reading by Mayor Kennedy. An <br />Ordinance adopting and implementing the procedures under Chapter 5722 of the Ohio <br />Revised Code to facilitate reutilization of nonproductive land situated within the City of <br />North Olmsted, Ohio; and declaring an emergency. <br />Resolution 2013-51 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution authorizing the Director of Public Service to sell at auction as surplus city <br />personal property, a 2001 International Semi Truck, and declaring an emergency. <br />Councilman Barker made a motion to suspend the rules requiring three readings and <br />formal committee review. The motion was seconded by Councilman Schumann and <br />passed unanimously. <br />,«. <br />Dennis Lambert, 25057 Carey Lane said what's important for the city to do is look at the <br />future. He does not know what the condition is -and he doesn't believe anyone on <br />Council knows what the condition is - of the truck. These trucks are generally built on <br />standard chassis. Maybe it's a little premature to sell this for $10,000 considering that it <br />may be used for other things. He believes these are extremely expensive chassis that can <br />be changed out and adapted to something else. Councilman Barker said that <br />Safety/Service Director Thomas has already explained that having this vehicle just sitting <br />around is going to cost the city to maintain it. This decision is not entirely made by the <br />Safety/Service Director, but also with input from the Fleet Manager and Waste Water <br />Treatment personnel. <br />Councilman Barker moved for adoption. The motion was seconded by Councilman <br />Schumann and passed unanimously. Resolution 2013-51 adopted 7-0. <br />Ordinance 2013-52 was introduced and placed on first reading by Mayor Kennedy. An <br />Ordinance amending Section 1101 of the Zoning Code of the City of North Olmsted <br />entitled "Subdivision Regulations" for the purpose of clarifying required deposits. <br />Resolution 2013-53 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution authorizing the Mayor to apply for the Department of Justice 2013 "COPS" <br />Grant Award to provide 75% reimbursement for wages and benefits to hire police <br />officers and, if granted, further authorizing the Mayor to enter into any agreements with <br />the appropriate federal or state agencies to accept funding on behalf of the city, and <br />6 <br />
