Council Minutes of 04-02-2013 Councilman Barker, Chairman of the Finance Committee: The Finance Committee met Tuesday, March 26, 2013 at 7:00 p.m. Present were committee members Barker and Schumann; Council President Jones; Council members Brossard, Orlowski and Williamson; Finance Director Copfer. • Discussed was Ordinance 2013-34 which is an Ordinance to make and transfer appropriations for current expenses and other expenditures for the City of North Olmsted for the year ending December 31, 2013, and declaring an emergency, as amended. This is the city's first amendment since the approval of the budget in February. As always the budget is subject to change. The city is adding $5,950.00 to the Mayor's Court budget for postage and office window replacement. The city is removing $78,750.00 from the Division of aging. It was an input error in the early planning of the budget. The money was for roof replacement at the Senior Center but the city is applying for a grant as was preplanned, and this was just an oversight. In the Division of Police, there another input error in Equipment and Repair of $14,200.00. $40,000.00 will be transferred to the Recreation Center for the design and build component that was approved a few weeks ago. It was questioned by Mr. Brossard as to why the increase from around $30,000.00, and Council was told that there is a little "cushion" in there just in case. In Fair Housing, there was a grant transfer of $18,500.00 for compliance testing which is 100% reimbursed. In Springvale, there was a $15,000.00 transfer dealing with the fire alarm system. It was determined to pay a little more up front for the equipment, which then brings down the monthly monitoring fee. Councilman Barker made a motion to recommend approval to Council for 2013-34 with the amendment of the removal of $50,000.00 from Springvale for bridge repair. The motion was seconded by Councilman Schumann, and the committee voted 2-0 to recommend approval of Ordinance 2013-34 with suspension. The meeting was adjourned at 7:15 p.m. Councilman Barker made a motion to amend Ordinance 2013-34 to remove $50,000 from Springvale. The motion was seconded by Councilman Schumann and passed unanimously. Ordinance 2013-34 amended 5-0. Councilman Orlowski, Chairman of the Intra-Governmental Relations Committee: The Intra-Governmental Relations Committee met Tuesday, March 26, 2013 at 7:15 p.m. Present were committee members Orlowski and Williamson; Council President Jones; Council members Barker, Brossard and Schumann; Mayor Kennedy, Planning/Development Director Wenger and guests. • Discussed was Ordinance 2013-32 which is an Ordinance amending Chapter 159 of the Codified Ordinances of the City of North Olmsted entitled "Cultural Activities Commission" in order to rename the Commission, redefine membership qualifications and establish new duties. The goal of this Ordinance is to restructure the Cultural Activities Commission into the Arts Commission. By creating a commission consisting of 7 to 11 members, an odd number of members may work better. The composition of the commission will not only be individuals 2 ~.r _ .._w,, ~,>, ..__.. _ . .
