Council Minutes of 04-02-2013 <br />with artistic talents of some sort, but, individuals in varied fields of marketing, <br />communications, graphic design, architecture and other areas. This would enable <br />" the commission to move ideas to fruition. There was no mention of a budget. <br />The Commission shall approve all art purchased, commissioned or accepted as a <br />gift. The commission shall support and assist city departments and divisions in <br />the organization of community events and facilitate communications amongst <br />organizers, media and participants. The Commission shall develop programs and <br />events within the city that will support the community and its businesses and that <br />will bring the city and the surrounding community together. Councilman <br />Orlowski made a motion to recommend approval of Ordinance 2013-32. The <br />motion was seconded by Councilwoman Williamson, and the committee voted 2- <br />0 to recommend approval of Ordinance 2013-32. The meeting was adjourned at <br />7:43 p.m. <br />Councilman Barker, member of the Building, Zoning & Development Committee: <br />The BZD Committee met Monday, March 25, 2013 at 7:00 p.m. Present were committee <br />members Barker and Kearney; Council members Orlowski and Schumann; <br />Planning/Development Director Wenger. <br />• Discussed was CMS 13-02 Harb Auto Repair located at 23055 Lorain Road. The <br />proposal consisted of a request for a conditional use permit for an auto repair <br />establishment in the general retail business district. The property was formerly <br />used for auto repair. However, the administration could find no record of a <br />conditional use permit granted in the past. During the pre-submission process, the <br />Building Department identified a number of property maintenance issues that <br />would have significant bearing on improvement of the property. Due to the extent <br />of these needed changes, staff required the submission of detailed development <br />plans to understand the scope of improvements that were needed and proposed by <br />the future owners. The Planning & Design Commission found that the use met <br />the criteria for a conditional use permit as outlined in Chapter 1118. They <br />requested some small modifications to the site plan and landscaping. This <br />building has been vacant for over a year. The proposal by the Harb brothers is a <br />very well thought out proposal and will brighten up that corner as well as the <br />neighborhood. A motion was made by Vice-Chairman Kearney to recommend <br />approval of CMS 13-02 Harb Auto Repair. The motion was seconded by <br />Councilman Barker, and the committee voted 2-0 to recommend approval. <br />Councilman Barker made a motion to recommend CMS 13-02 Harb Auto Repair located <br />at 23055 Lorain Road, as well as the conditional use permit and recommendations set <br />forth by the Planning & Design Commission. The motion was seconded by Councilman <br />Schumann. Roll Call: Barker, yes with comment. Welcome, gentlemen, to North <br />Olmsted. We axe looking forward to your grand opening.
