The
proposal consisted of a request for a conditional use permit for an auto repair
establishment in the general retail business district. The property was formerly
used for auto repair. However, the administration could find no record of a
conditional use permit granted in the past. During the pre-submission process, the
Building Department identified a number of property maintenance issues that
would have significant bearing on improvement of the property. Due to the extent
of these needed changes, staff required the submission of detailed development
plans to understand the scope of improvements that were needed and proposed by
the future owners. The Planning & Design Commission found that the use met
the criteria for a conditional use permit as outlined in Chapter 1118. They
requested some small modifications to the site plan and landscaping. This
building has been vacant for over a year. The proposal by the Harb brothers is a
very well thought out proposal and will brighten up that corner as well as the
neighborhood. A motion was made by Vice-Chairman Kearney to recommend
approval of CMS 13-02 Harb Auto Repair. The motion was seconded by
Councilman Barker, and the committee voted 2-0 to recommend approval.
Councilman Barker made a motion to recommend CMS 13-02 Harb Auto Repair located
at 23055 Lorain Road, as well as the conditional use permit and recommendations set
forth by the Planning & Design Commission.
