Council Minutes of 04-02-2013 <br />AUDIENCE PARTICIPATION <br />~.. <br />Dennis Lambert, 25057 Carey Lane said he wanted to point out that the agenda shows a <br />report from the Mayor and a report from the Finance Director. Unless somebody makes a <br />motion to amend the agenda to dispense with these two reports, it would be appropriate <br />for the Council President to ask if somebody has a report to give on behalf of the Mayor <br />and Finance Director. <br />LEGISLATION <br />Ordinance 2013-32 introduced by Mayor Kennedy was given its second reading. An <br />Ordinance amending Chapter 159 of the Codified Ordinances of the City of North <br />Olmsted entitled "Cultural Activities Commission" in order to rename the Commission, <br />redefine membership qualifications and establish new duties. <br />Ordinance 2013-34 introduced by Mayor Kennedy was given its second reading. An <br />Ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the City of North Olmsted for the year ending December 31, 2013, and <br />declaring an emergency, as amended. Councilman Barker made a motion to suspend the <br />rule requiring three readings. The motion was seconded by Councilman Schumann and <br />passed unanimously. Councilman Barker moved for adoption. The motion was seconded <br />by Councilman Schumann and passed unanimously. Ordinance 2013-34 adopted 5-0. <br />~`'"'"~` Ordinance 2013-35 was introduced and placed on first reading by Council President <br />'~'` Jones on behalf of Mayor Kennedy. An Ordinance amending Chapter 1317 of the <br />Codified Ordinances of the City of North Olmsted entitled "Registration of Contractors", <br />in order to incorporate State Code changes, and declaring an emergency. <br />Resolution 2013-36 was introduced and placed on first reading by Councilman Barker on <br />behalf of himself and Mayor Kennedy. A Resolution strongly opposing the passage of <br />HB 5 by the Ohio General Assembly which proposes uniformity measures for municipal <br />income tax in the form of unfunded mandates and a substantial loss of revenue, and <br />declaring an emergency. Councilman Barker made a motion to suspend the rules <br />requiring three readings and formal committee review. The motion was seconded by <br />Councilman Schumann and passed unanimously. Councilman Barker moved for <br />adoption. The motion was seconded by Councilman Schumann and passed unanimously. <br />Councilman Orlowski commented that he believes the Finance Director has selected a <br />well crafted Resolution opposing particular tenets of the current House Bill 5, which will <br />create problems for all municipalities in the State of Ohio. These problems occur when <br />you have one-party domination of the House, Senate and Governor's office, with entirely <br />too much input from the Chamber of Commerce. Resolution 2013-36 adopted 5-0. <br />Ordinance 2013-37 was introduced and placed on first reading by Councilman Brossard <br />on behalf of Mayor Kennedy. An Ordinance authorizing the Mayor to implement a <br />design/build selection process for the award of a contract to design and install <br />improvements to the lighting systems for the ice rink, pool, tennis and gymnastics areas <br />4 <br />
