Council Minutes of 03-19-2013 <br />eastbound ramp of I480. The state and local (NOACCA) data on crashes and <br />accidents within the aforementioned Great Northern Blvd. corridor were not very <br />complimentary to the intersections. However, it does give the city a better chance <br />at funding, as it demonstrates actual problems in need of solutions. Improvements <br />regarding Great Northern Blvd. south from Brookpark Road to the I480 <br />westbound ramp are as follows: 1. A continuous and right turn combination lane <br />would be created and extend to the I480 westbound ramp. The westbound <br />entrance ramp would need to be re-configured. The concrete island on Country <br />Club Blvd. (westbound) at Great Northern Blvd., which isolates southbound <br />traffic turning right from Great Northern Blvd., would be reduced in size. 2. The <br />current southbound right turn only lane would be a continuous through lane and <br />right turn lane, with direct access to I480 westbound ramp. 3. Current and new <br />areas will be paved. 4. A bus pad will also be added on the west side of Great <br />Northern Blvd. Brookpark Road improvements are as follows: 1. Median <br />islands on Brookpark Road will be shortened to eliminate their projection into the <br />intersections. 2. The northbound Great Northern Blvd. westbound turning lane <br />concrete median island will be shortened by approximately 100 feet to align the <br />northbound turning lane with the southbound turning lane. I480 westbound ramp <br />to Great Northern Blvd. northbound improvements are as follows: 1. Extend the <br />northbound left hand turn lane on Great Northern Blvd. to Country Club Blvd. by <br />eliminating pavement striping. 2. Modify the median design to discourage <br />through and left hand turn movements from the westbound I480 ramp to Great <br />Northern Blvd. This would limit driving across northbound Great Northern Blvd. <br />and turning left onto southbound Great Northern Blvd. It may also eliminate the <br />ability to cross Great Northern Blvd. and enter the westbound ramp to I480 to <br />continue on the highway in case you get off at the wrong exit. 3. Install no right <br />hand turn on red signage at the westbound exit ramp at Great Northern Blvd. <br />Orlowski recommended against this. This has been tried in the past, and it backs <br />up traffic on the ramp and onto I480. During Christmas and other heavy shopping <br />times, traffic has been backed up onto I480 to the Columbia Road bridge. He <br />would recommend following State Code and allowing right turn on red for the <br />curb lane only. 4. The right hand lane from I480 exit to Country Club Blvd. will <br />be a right hand turn lane and a thru lane. Other areas of improvements will be the <br />installation of new traffic signals, timing and coordinating traffic signals, increase <br />intersection corner radii, installation of overhead street name signs and the <br />addition of dotted lines between dual right turn lanes through intersections. The <br />total cost is estimated to be $1.38 million dollars, the City contribution is 10% of <br />the cost. Councilman Orlowski made a motion to recommend approval of <br />Resolution 2013-31 with suspension. The motion was seconded by <br />Councilwoman Williamson, and the committee voted 2-0 to recommend approval <br />of 2013-31 with suspension.
