Council Minutes of 03-19-2013 <br />~,,~„ The Public Safety Committee met on Tuesday, March 12, 2013 at 7:02 p.m. Present <br />,~ were committee members Williamson and Schumann; Council members Barker, <br />Orlowski and Kearney; Mayor Kennedy, Law Director Gareau, Youth Services <br />Administrator Allegra and Planning/Development Director Wenger. <br />• Discussed was Ordinance 2013-28 which is an Ordinance establishing the <br />program fee for participation in the city's Juvenile Traffic Intervention Program <br />(JTIP) within the Division of Youth and Family Services, and declaring an <br />emergency. The Youth Services Administrator spoke on behalf of this Ordinance, <br />explaining that the current diversion program does not include the Juvenile <br />Traffic Intervention Program. It is necessary to enact a fee schedule in order to <br />allow the Administration to implement this program. The committee voted 2-0 to <br />recommend approval of Ordinance 2013-28. The meeting was adjourned at 7:08 <br />p.m. The Public Safety Committee did meet on Monday, March 11, 2013 to <br />discuss Ordinance 2013-17 (Prohibition of Domestic Farm Animals). That <br />legislation was held once again in committee for further review. <br />AUDIENCE PARTICIPATION <br />Dennis Lambert, 25057 Carey Lane said he knows it's part of Council's officials business <br />to excuse absences, and his comments are not meant to be judgmental or personal in any <br />way. He said he would like to note that this meeting will be the fourth meeting where <br />Council member Mahoney has not attended. That would be 18% of the meetings this <br />year. He is noting that for the record. Council President Jones said on behalf of Council, <br />in case Lambert is inquiring where Council member Mahoney has been, he is recovering <br />from his third surgery in the last few weeks. So, on behalf of Council, they would like to <br />let the public know that their thoughts and prayers are with him and his family as he <br />recovers. <br />LEGISLATION <br />Resolution 2013-22 introduced by Councilman Orlowski was given its third reading. A <br />Resolution proclaiming April as Fair Housing Month in the City of North Olmsted, Ohio, <br />and declaring an emergency. Councilman Orlowski moved for adoption. The motion <br />was seconded by Councilwoman Williamson and passed unanimously. Resolution 2013- <br />22 adopted 6-0. <br />Resolution 2013-23 introduced by Mayor Kennedy was given its third reading. A <br />Resolution authorizing the Director of Public Service to advertise for bids for the award <br />of a contract to provide new pavement markings to various streets at various locations in <br />the city, as detailed in the specifications on file in the Service Department, and <br />authorizing the Mayor, following approval of the Board of Control to contract for the <br />same with the lowest and best bidder, and declaring an emergency. Councilman Brossard <br />moved for adoption. The motion was seconded by Councilman Kearney and passed <br />unanimously. Resolution 2013-23 adopted 6-0. <br />5 <br />
