Council Minutes of 12-18-2012 <br />,,.~,, have been in close communication with Michael McDade, the Director of Business <br />;,,~,, Service for North Olmsted Schools in regards to this issue. The Schools and the North <br />Olmsted Safety Forces work diligently to prevent this type of tragedy and to prepare an <br />effective response to all manners of possible events. It is top priority that is regularly <br />visited by the school administration and the City's Safety Forces. School Safety is and <br />will always be a top priority. <br />At the end of last school year, a forum of professionals from the schools and the City met <br />to discuss school safety. Topics covered included, Safety Plans, Active Shooter <br />Scenarios, Teacher Responses, Physical Building Security, Surveillance Cameras, Mental <br />Health, School Resource Officer, and ALICE Training (Alert-Lockdown-Inform-Counter <br />Escape). It is important to note that safety measures are ongoing, and our Schools and <br />Safety Forces will continue to train and prepare to protect our citizens. We will always do <br />everything possible to keep the student body safe at school. <br />Director of Law Gareau: <br />• AFSCME Service and Clerical/Tech negotiations were cancelled and rescheduled <br />for January 8, 9, 15 and 16, 2013. <br />• He referred to the resignation of Council President Limpert and reviewed the <br />steps Council has to take to fill the vacancy for the unexpired term which runs <br />through December 31, 2013. Council, by a majority vote, is required to appoint <br />somebody to fill the vacancy within 30 days. If Council does not appoint <br />someone within 30 days, then the Mayor appoints somebody. <br />Director of Finance Copfer: <br />• No report. She wished everyone and their families a Merry Christmas. <br />Councilman Schumann, Vice-Chairman of the Finance Committee: <br />The Finance Committee met Tuesday, December 11, 2012 at 7:35 p.m. Present were <br />committee members Schumann and Kearney; Council President Limpert; Council <br />members Brossard, Mahoney, Orlowski and Williamson; Mayor Kennedy, Finance <br />Director Copfer and guests. <br />• Discussed first was Ordinance 2012-123 which is an Ordinance to make and <br />transfer appropriations for current expenses and other expenditures for the City of <br />North Olmsted for the year ending December 31, 2012, and declaring an <br />emergency. Changes to this Ordinance included the 2.5% retroactive pay <br />increases for non-bargaining employees, money for Mayor's Court, the city hall <br />windows and an advance for the sewer improvement fund. The committee voted <br />2-0 to recommend approval of Ordinance 2012-123. <br />Councilman Schumann made a motion to amend Ordinance 2012-123. The motion was <br />seconded by Councilman Kearney and passed unanimously. Ordinance 2012-123 <br />amended. <br />• Discussed last was Ordinance 2012-124 which is an Ordinance to make <br />appropriations for current expenses and other expenditures for the City of North <br />2 <br />
