With the <br />assistance of outside consultants with Polytech and the University of Akron to <br />draft new and revised Rule 3 Police and Fire Promotions for the purpose of <br />creating an open and competitive examination process for the Chief of Fire, this <br />will be presented to the Civil Service Commission for its consideration and <br />adoption at a later date. <br />• He and his staff has been working with the new Clerk of Courts to provide <br />assistance to her to ensure that Mayor's Court is up and running as smoothly as <br />possible. <br />• He commended the Service Dept. on the great job they did handling super storm <br />Sandy. <br />Director of Finance Copfer: <br />• She also commended the Service Dept. on handling super storm Sandy. City Hall <br />was without heat and running on generators for a week, yet employees still <br />handled this situation well. <br />• She mentioned that the URS traffic study that the Mayor mentioned in his report <br />is subject to Council's approval. <br />• She and the Assistant Director of Finance met with the Clerk of Court regarding <br />Mayor's Court. The creation of required funds, starting cash and the ability to <br />accept credit cards with a convenience fee will require legislation. The budget is <br />in the transfer ordinance that is on first reading this evening. They are opening <br />the proper bank accounts and are discussing operations including good internal <br />controls over class collection and the disbursement of funds. <br />• She, along with several other members of the Administration, went to Sidney, <br />Ohio for a site visit for the building permit and code enforcement Munis module. <br />They obtained great insight from those that went through this conversion and <br />implementation a few years ago. A Munis consultant was on site at city hall <br />October 23 through October 26 for the plan to expand on the use of the existing <br />module that the city already owns. On October 26, there was the first analysis of <br />various stakeholders within the Service Dept. for the work orders module. The <br />9.4 version of Munis has been loaded onto the new servers and ready for testing <br />purposes. They will be testing and going live on December 7, 2012. <br />• She and the Human Resources Director met with the city's benefits consultants on <br />preliminary stop loss, quotes and TPA administration for the health care plan. <br />With claims being very high in 2012, there will be a larger increase than there has <br />been in the last few years. <br />• She forwarded to Council RITA's E-mail regarding the Statehouse introduction of <br />House Bill 601 for municipal income tax uniformity.
