Council Minutes of 11-07-2012 <br />Counsel in the last year or two. Copfer said the city has used Squire Sanders for over the <br />last 30 yeazs. The city went out for proposals a few years ago. Lambert said he heard <br />rumors. He asked if Karla Rogers Gareau works for Squire Sanders. Copfer said <br />absolutely not. Lambert said that's good because that's one of the rumors he heard that <br />concerned him. Lambert said to Gareau that one thing that always concerned him was <br />conflict of interest with job positions. Every Ordinance Council has been passing <br />authorizes the Mayor to go out and get bids and then the contract with the lowest and best <br />bidder is recommended by the Boazd of Control. The Boazd of Control consists of <br />employees of the Mayor. Copfer said she is not an employee of the Mayor. Lambert <br />referenced the Bond debt. Copfer responded that approximately $2.5 million is new <br />money for next year's projects and grant projects associated with it. Council President <br />said when Copfer took office, the debt was $64 million. Since that time, the debt has <br />decreased while adding a new fire station and library. The city is on the right track of <br />getting their fiscal house in order. Gareau told Lambert that his phone is always on. He <br />does not enjoy hearing rumors repeated out in public; he knows, Lambert knows and <br />everybody knows that if his wife, Kazla Rogers Gareau, is a partner at a law firm and he <br />is doing business with that law firm, it's a violation of the law. He told Lambert to go <br />back to whoever told him that rumor to pick up the phone and call him instead of <br />repeating the rumor at a Council meeting. Council President Limpert said the point is, if <br />he ever has any concerns, he is more than welcome to call Law Director Gareau. Gareau <br />said furthermore, Calfee, Halter & Griswold has no affiliation with any department or <br />division in the City of North Olmsted. <br />Pam Jankowski, Branch Manager, North Olmsted Library reported out on some programs <br />offered at the library. The just had a great Big Bank exhibit through a PNC grant, which <br />supports children learning financial literacy skills. Close to 500 children attended the <br />exhibit. Book talks are also being presented to 7th graders at North Olmsted Middle <br />School once a month to encourage reading. The Polaz Express program will be <br />December 2°d. They are collaborating with Polaris Career Center for the Bake aBook - <br />Cake Decorating class/competition on December 1St <br />LEGISLATION <br />Ordinance 2012-88 introduced by Mayor Kennedy was given its third reading. An <br />Ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the City of North Olmsted for the year ending December 31, 2012, and <br />declaring an emergency. Councilman Bazker moved for adoption. The motion was <br />seconded by Councilman Kearney and passed unanimously. Ordinance 2012-88 adopted. <br />Ordinance 2012-97 introduced by Mayor Kennedy was given its third reading. An <br />Ordinance providing for the issuance and sale of Bonds in a maximum aggregate <br />principal amount of $620,000 to provide funds to pay costs of improving Canterbury <br />Road, Columbia Road, East Park Drive, Gessner Road, Josephine Drive and Vita Lane, in <br />cooperation with Cuyahoga County and otherwise, by reconstructing and rehabilitating <br />the pavement base, constructing and reconstructing curbs and curb ramps and adjusting <br />catch basins, manholes and water valve and monument boxes, where necessary, preparing <br />4 <br /> <br />
