Council Minutes of 10-23-2012 Limpert; Council members Barker, Kearney, Mahoney and Schumann; Mayor Kennedy, -~~ Planning/Development Director Wenger and guests. ~,~r • Discussed was Resolution 2012-104 which is a Resolution authorizing the Director of Planning and Development to advertise for bids for the award of a contract to provide construction services for the Brookpark Bridge Underpass Lighting Project, as detailed in the specifications on file in the Division of Engineering, and authorizing the Mayor, following approval of the Board of Control, to contract for the same with the lowest and best bidder, and declaring an emergency. Planning Director Wenger gave a very detailed history on the planning of this project, which originally dated back to 2010. She indicated that the estimated cost of the project will be in the $40,000 range, but the official engineering estimate will be forthcoming. Councilman Brossard made a motion to recommend approval. The motion was seconded by Councilman Orlowski, and the committee voted 3-0 to recommend approval of Resolution 2012-104 with suspension of the rule requiring three readings. LEGISLATION Ordinance 2012-76 introduced by Mayor Kennedy was given its third reading. An Ordinance amending and re-establishing Chapter 927 of the Streets, Utilities and Public Services Code entitled "Storm Water Management and Urban Pollution Abatement Systems" in order to implement new standards for storm water collection and management within the City of North Olmsted, as amended. Councilman Brossard moved for adoption. The motion was seconded by Councilwoman Williamson and passed unanimously. Ordinance 2012-76 adopted. Ordinance 2012-88 introduced by Mayor Kennedy was given its second reading. An Ordinance to make and transfer appropriations for current expenses and other expenditures for the City of North Olmsted for the year ending December 31, 2012, and declaring an emergency. Councilman Barker made a motion to suspend the rule requiring three readings. The motion was seconded by Councilman Schumann and passed unanimously. Ordinance 2012-88 was not on the suspension list. Councilmen Barker and Schumann withdrew their motion and second to suspend the rule requiring three readings. Councilman Barker made a motion to reconsider the suspension motion of Ordinance 2012-88. The motion was seconded by Councilman Schumann. Roll Call: Barker, yes; Schumann, yes; Kearney, yes; Orlowski, yes; Mahoney, no; Brossard, yes; Williamson, yes. Motion to reconsider passes 6-1. Ordinance 2012-89 introduced by Mayor Kennedy was given its second reading. An Ordinance providing for the issuance and sale of Bonds in a maximum aggregate principal amount of $930,000 to provide funds to pay costs of improving Arlington Lane and certain other designated streets in the city between certain termini by reconstructing and rehabilitating the pavement base, constructing and reconstructing curbs and curb ramps and adjusting catch basins, manholes and water valve and monument boxes, where necessary, preparing the surface and resurfacing, in each case together with the necessary appurtenances and work incidental thereto, and declaring an emergency..
