Council Minutes of 10-23-2012 <br />Limpert; Council members Barker, Kearney, Mahoney and Schumann; Mayor Kennedy, <br />-~~ Planning/Development Director Wenger and guests. <br />~,~r • Discussed was Resolution 2012-104 which is a Resolution authorizing the <br />Director of Planning and Development to advertise for bids for the award of a <br />contract to provide construction services for the Brookpark Bridge Underpass <br />Lighting Project, as detailed in the specifications on file in the Division of <br />Engineering, and authorizing the Mayor, following approval of the Board of <br />Control, to contract for the same with the lowest and best bidder, and declaring an <br />emergency. Planning Director Wenger gave a very detailed history on the <br />planning of this project, which originally dated back to 2010. She indicated that <br />the estimated cost of the project will be in the $40,000 range, but the official <br />engineering estimate will be forthcoming. Councilman Brossard made a motion <br />to recommend approval. The motion was seconded by Councilman Orlowski, and <br />the committee voted 3-0 to recommend approval of Resolution 2012-104 with <br />suspension of the rule requiring three readings. <br />LEGISLATION <br />Ordinance 2012-76 introduced by Mayor Kennedy was given its third reading. An <br />Ordinance amending and re-establishing Chapter 927 of the Streets, Utilities and Public <br />Services Code entitled "Storm Water Management and Urban Pollution Abatement <br />Systems" in order to implement new standards for storm water collection and <br />management within the City of North Olmsted, as amended. Councilman Brossard <br />moved for adoption. The motion was seconded by Councilwoman Williamson and <br />passed unanimously. Ordinance 2012-76 adopted. <br />Ordinance 2012-88 introduced by Mayor Kennedy was given its second reading. An <br />Ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the City of North Olmsted for the year ending December 31, 2012, and <br />declaring an emergency. Councilman Barker made a motion to suspend the rule <br />requiring three readings. The motion was seconded by Councilman Schumann and <br />passed unanimously. Ordinance 2012-88 was not on the suspension list. Councilmen <br />Barker and Schumann withdrew their motion and second to suspend the rule requiring <br />three readings. Councilman Barker made a motion to reconsider the suspension motion <br />of Ordinance 2012-88. The motion was seconded by Councilman Schumann. Roll Call: <br />Barker, yes; Schumann, yes; Kearney, yes; Orlowski, yes; Mahoney, no; Brossard, yes; <br />Williamson, yes. Motion to reconsider passes 6-1. <br />Ordinance 2012-89 introduced by Mayor Kennedy was given its second reading. An <br />Ordinance providing for the issuance and sale of Bonds in a maximum aggregate <br />principal amount of $930,000 to provide funds to pay costs of improving Arlington Lane <br />and certain other designated streets in the city between certain termini by reconstructing <br />and rehabilitating the pavement base, constructing and reconstructing curbs and curb <br />ramps and adjusting catch basins, manholes and water valve and monument boxes, where <br />necessary, preparing the surface and resurfacing, in each case together with the necessary <br />appurtenances and work incidental thereto, and declaring an emergency.. Councilman <br />Barker indicated that he is in receipt of the Fiscal Officer's Certificate. Councilman <br />3 <br />
