Council Minutes of 09-18-12 <br />_ Director of Law Gareau: <br />• He and Human Resources Director Farver opened negotiations with the Dispatch <br />_~~,~ <br />union on Wednesday, September 12, 2012 at 10:00 a.m. They did not reach a <br />resolution on that day. Additional negotiations are scheduled for Tuesday, <br />September 25, 2012. <br />• The 8th Appellate District in the matter of Megan Frenz vs. Springvale Golf <br />Course and Ballroom has ruled with respect to the city's immunity defense on the <br />slip and fall case at the Ballroom. The immunity defense was denied by the trial <br />court. The insurance defense counsel took an appeal, which was denied. The <br />matter will be set for trial in the near future. <br />• In the matter of Eugene Dzambasow vs. The City of North Olmsted, this was set <br />for a status conference in federal court. The status conference was held. The <br />matter remains set for trial this coming January 21, 2013. <br />• The Fraternal Order of Police contract is before Council this evening. This was a <br />product of good negotiations on behalf of all parties. In the contract, the city took <br />the position of wanting a 3-year deal as opposed to a 2-year deal so that they <br />could move forward and get some stability in the unions. The city was able to do <br />this. The contract also includes raises for three years - 2.5% for 2012, 2% for <br />2013, 2% for 2014. He thanked Directors Copfer and Farver and their staff for <br />their hard work. He also thanked members of the police dept. for doing a good <br />job as well. <br />Director of Finance Copfer: <br />'~ • Last week she, the Asst Finance Director, the Finance Secretary and IT <br />consultant worked with a Munis Representative on site to completely restructure <br />the Munis security access from auser-based to role-based which will be more <br />manageable for changes and reporting structure. Requisition entry and online <br />approval of purchase orders for each division was also created. They are in the <br />final stages of the testing and training. <br />• She is compiling the capital improvements for 2013 that would potentially be <br />borrowed for in late 2012. The Bonds could occur any time from 30 days after <br />the passage of the legislation up to the end of February. There is every indication <br />that the market will remain in the low interest rate environment. <br />Councilman Barker, Chairman of the Finance Committee: <br />The Finance Committee met Tuesday, September 11, 2012 at 7:54 p.m. Present were <br />committee members Barker, Kearney & Schumann; Council President Limpert; Council <br />members Brossard, Mahoney, and Orlowski; Mayor Kennedy, Finance Director Copfer <br />and Human Resources Director Farver. <br />• Discussed first was Ordinance 2012-75 which is an Ordinance authorizing the <br />Director of Human Resources to solicit proposals for the personal services of a <br />Third-Party Administrator (TPA) to process health insurance claims and to <br />purchase excess insurance coverage for the city health care and hospitalization <br />plans for 2013, and further authorizing the Mayor, subject to approval of the <br />Board of Control, to enter into a contract for said services and said insurance <br />2 <br /> <br />
