Council Minutes of 09-18-12 <br />• Discussed was Resolution 2012-74 which is a Resolution approving the Solid <br />Waste Management Plan as adopted by the Cuyahoga County Solid Waste <br />"" Management Board, and declaring an emergency. Safety/Service Director <br />Thomas explained that the plan was created by the District in order to satisfy an <br />EPA mandate. Councilman Schumann made a motion to recommend approval. <br />The motion was seconded by Councilman Baker. The committee voted 2-0 to <br />recommend approval of Resolution 2012-74. Safety/Service Director informed <br />Council that the refuse collection bids were in, and Republic was the lowest <br />bidder. There will be no disruption of service and the savings will be <br />approximately $597,000 the first year and possibly $3.5 million over the next 7 <br />years. The change in price dropped from the $15 range to the $11 range. Some <br />of the savings is due to the exceptional recycling efforts by the residents of North <br />Olmsted. <br />AUDIENCE PARTICIPATION <br />Dennis Lambert, 25057 Carey Lane said he is very happy to hear the police negotiations <br />have concluded. He asked Copfer for a final billing/grand total charged by Gary Johnson <br />for the cost of negotiations. She said she does not have the information with her but she <br />will forward it to Lambert. He asked her if the original $25,000 would be included in <br />there, and she said she knows it exceeds $25,000. Lambert said Councilman Schumann's <br />report noted a large savings of money, but the contract also includes a rate for fuel <br />adjustment. He asked if there is a cap on fuel adjustment costs, or if that is something <br />that shows up in garbage collection as it happens? Mayor Kennedy said it used to be <br />$3.00 and now it's $3.90. If the cost of gas is $3.50, there will be a discount. If the cost <br />of gas is $4.50, the city will pay extra per gallon. Copfer said this adjusts upward too; <br />inflation is built into that fuel adjustment. This is better for the city. <br />Don Pangrac, 23470 Sharon Drive said he has been walking, and noticed on Clague Road <br />that much of the sidewalk is impassable. What can be done to straighten out the <br />sidewalk? The sidewalk is uneven, making it very difficult to walk. Mayor Kennedy <br />said if the sidewalk is in front of private property, then the homeowners are responsible <br />for repairing the sidewalk. Pangrac said it's from Clague and Lorain all the way to <br />Westlake. Mayor Kennedy said they are working on that in Ward 1 this year and next <br />year they will be in Ward 2. Copfer said if Pangrac has an address, he can submit that to <br />the Building Dept. and they will look into it. Barker said he has spoken with County <br />Councilman Greenspan to see if there is any money available at the County level for a <br />sidewalk program because repairing/replacing a sidewalk can be very expensive for a <br />homeowner. Councilman Orlowski stated that the city should be taking into <br />consideration the species of tree that is on the tree lawn and when it was planted. If it <br />was planted under a development or with the city's knowledge of the type/species of tree <br />it was, the consideration should be taken as to the type of root system that they have. <br />Maybe the city can help the residents by working on a sidewalk leveling system. <br />LEGISLATION <br />Ordinance 2012-72 introduced by Mayor Kennedy was given its third reading.
