Council Minutes of 09-18-12 <br />purpose, describing the public improvements to be made to directly benefit such parcels, <br />requiring the owners of the improvements on such parcels to make service payments in <br />~``""~ lieu of taxes, and establishing a municipal public improvement tax increment equivalent <br />fund for the deposit of such service payments, all pursuant to Ohio Revised Code <br />Sections 5709.40, 5709.42 and 5709.43, and declaring an emergency. Councilman <br />Barker moved for adoption. The motion was seconded by Councilman Mahoney and <br />passed unanimously. Ordinance 2012-72 adopted. <br />Ordinance 2012-73 introduced by Mayor Kennedy was given its second reading. An <br />Ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the City of North Olmsted for the year ending December 31, 2012, and <br />declaring an emergency. Councilman Barker made a motion to suspend the rule <br />requiring three readings. The motion was seconded by Councilman Mahoney and passed <br />unanimously. Councilman Barker moved for adoption. The motion was seconded by <br />Councilman Mahoney and passed unanimously. Ordinance 2012-73 adopted. <br />Resolution 2012-74 introduced by Mayor Kennedy was given its second reading. A <br />Resolution approving the Solid Waste Management Plan as adopted by the Cuyahoga <br />County Solid Waste Management Board, and declaring an emergency. <br />Ordinance 2012-75 introduced by Mayor Kennedy was given its second reading. An <br />Ordinance authorizing the Director of Human Resources to solicit proposals for the <br />personal services of a Third-Party Administrator (TPA) to process health insurance <br />claims and to purchase excess insurance coverage for the city health care and <br />hospitalization plans for 2013, and further authorizing the Mayor, subject to approval of <br />the Board of Control, to enter into a contract for said services and said insurance <br />coverage, and declaring an emergency. Councilman Barker made a motion to suspend <br />the rule requiring three readings. The motion was seconded by Councilman Kearney and <br />passed unanimously. Councilman Barker moved for adoption. The motion was seconded <br />by Councilman Kearney and passed unanimously. Ordinance 2012-75 adopted. <br />Ordinance 2012-77 introduced by Mayor Kennedy was given its second reading. An <br />Ordinance amending and re-establishing Chapter 928 of the Streets, Utilities and Public <br />Services Code entitled "Post Construction Storm Management Regulations" in order to <br />implement new standards for storm water collection and management within the City of <br />North Olmsted. <br />Resolution 2012-78 introduced by Mayor Kennedy was given its second reading. A <br />Resolution accepting the amounts and rates as determined by the Budget Commission <br />and authorizing the necessary tax levies and certifying them to the County Fiscal Officer. <br />Councilman Barker made a motion to suspend the rule requiring three readings. The <br />motion was seconded by Councilman Schumann and passed unanimously. Councilman <br />Barker moved for adoption. The motion was seconded by Councilman Schumann and <br />passed unanimously.
