Council Minutes of 09-04-12 <br />,,,; banners to be displayed on Lorain Road, specifically on nine poles between David <br />'~, Drive and Clague Road. There was discussion as to what the content of the <br />banners should be. The Planning/Development Director thought the initial <br />designs contained too much advertising versus school spirit. There were some <br />additional questions that need to be answered (how much it would cost the city, <br />the duration of the display which would be April through October) as well as <br />awaiting written confirmation from CEI to hang the banners. The Law Director <br />suggested that City Council let the content of the banners be discussed between <br />the school and the Planning Dept. The committee voted 3-0 to hold Resolution <br />2012-71 in committee. <br />Councilman Brossard made a motion to release Resolution 2012-71 from committee. <br />The motion was seconded by Councilman Orlowski and passed unanimously. Resolution <br />2012-71 released from the Streets & Transportation Committee. <br />Councilman Schumann, Chairman of the Environmental Control Committee: <br />The Environmental Control Committee met Tuesday, August 28, 2012 at 8:15 p.m. <br />Present were committee members Schumann, Barker and Brossard; Council Presidnet <br />Limpert; Council members Kearney, Mahoney, Orlowski and Williamson; and City <br />Engineer Pete DiFranco, a representative from Hazen & Sawyer and guests. <br />• This meeting was scheduled to continue discussions started on August 14, 2012 <br />with regard to the additional estimated costs of WWTP Improvements which the <br />city will be financing through the Ohio EPA to perform EPA-mandated work to <br />the sanitary system and sewer plant. An updated summary of costs prepared by <br />Mr. DiFranco was distributed to the committee members. The Engineer was <br />questioned at length as to why the estimates had come in low to start. They <br />replied that they were dealing with a shorter time frame than normal to come up <br />with the original estimates in order to meet EPA deadlines. This was important to <br />avoid fines by the EPA. Council was assured that the Engineer and Hazen and <br />Sawyer would look for creative ideas to save on future construction costs and the <br />project continues. Some of these costs also represent additional work to the <br />system not in the original plan. <br />AUDIENCE PARTICIPATION <br />Jeff Sturgeon, 3092 W. 231St Street asked if somebody would look at Bailey Road since <br />they have re-paved it. There are some areas where there is about a foot or more drop off <br />between the road and the yard. There are no sidewalks on that street, and about five <br />people have been hurt because of that. Plus there is no shoulder, so people may damage <br />their cars in the winter. He also mentioned that the striping done on Fleharty was not <br />done well. Mayor Kennedy said he and Safety/Service Director Thomas will look at <br />these streets in the morning and contact him afterwards. <br />Terry Groden, 25211 Chase Drive said it was interesting to hear about the proposed <br />renovations to the Burger King drive-through.
