Council Minutes of 03-20-2012 <br />• There have been a couple of foreclosure cases filed with the city named as the <br />defendant for a number of reasons, ie. Grass cutting liens or anything of that <br />nature. <br />• Council has before them an Ordinance to purchase property on Dover Center <br />Road. This was negotiated in the Law Dept. in conjunction with the Mayor. It's <br />a vital part of the sanitary sewer collection system improvement project that the <br />city is currently undertaking. There is currently an easement there, and this will <br />make the easement unnecessary and allow the line to follow a straight path while <br />avoiding the additional costs and trouble of running the line around the pump <br />station. <br />• There have been a number of property maintenance issues. One that has been <br />prosecuted is 4748 Columbia. The defendant is Carnegie Management and <br />Development. The violation concerns a mountain of debris and mostly dirt <br />dumped onto a residential site adjacent to the recent construction at North <br />Olmsted Town Center. After several months of unsuccessful negotiations to get <br />this resolved, the city is prosecuting Carnegie Mgmt. in Rocky River Municipal <br />Court. <br />• The FOP is scheduled for a number of mediation sessions and a hearing. The next <br />meeting is March 27, 2012 and he will be in attendance. <br />Director of Finance Copfer: <br />• The Cleveland Division of Water is still in the process of correcting billing errors. <br />They will also be addressing customer services issues as well. They also <br />mentioned that they will be converting to electronic meters over the next two <br />years. This will supposedly eliminate the need to estimate bills which does <br />remain a problem for residents in the city's sewer district. <br />• She distributed a RITA newsletter to Council about local income tax collection <br />and the discussion of centralized collections and uniformity. <br />• She received the DNE (Does Not Exceed) from the County Fiscal Office, which <br />shows the city's 2012 appropriations does not exceed the estimated resources. <br />Councilman Barker, Chairman of the Finance Committee: <br />The Finance Committee met Tuesday, March 13, 2012 at 7:40 p.m. Present were <br />committee members Barker, Schumann and Kearney; Council President Limpert; Council <br />members Mahoney, Orlowski and Williamson; and Mayor Kennedy. <br />• On the agenda was Resolution 2012-20 which is a Resolution in opposition to the <br />State of Ohio pursuing control of municipal income tax collection, and declaring <br />an emergency. There were additional amendments to this Resolution that Council <br />received right before the meeting, so additional time was requested by some <br />members of Council to schedule another meeting to discuss this Resolution.
