Councilman Barker stated that he is in receipt of the Fiscal Officer's Certificate. Councilman Barker made a motion to suspend the rule requiring three readings. The motion was seconded by Councilman Schumann and passed unanimously. Councilman Barker moved for adoption. The motion was seconded by Councilman Kearney and passed unanimously. Ordinance 2012-12 adopted. Ordinance 2012-13 introduced by Mayor Kennedy was given its second reading. An Ordinance providing for the issuance and sale of $180,000 of Notes, in anticipation of the issuance of Bonds, to provide funds to pay costs of improving the City's Recreation Center by acquiring and installing new heating, ventilation and air conditioning equipment and providing related piping, ductwork and wiring improvements, together with all necessary appurtenances and work incidental thereto, and declaring an emergency. An Ordinance providing for the issuance and sale of $507,000 of Notes, in anticipation of the issuance of Bonds, to provide funds to pay costs of improving Aspen Drive, Bailey Road, Berkshire Drive, Clareshire Drive, Deepwoods Way, Fleharty Road, Holly Drive, Sawmill Circle, Spruce Drive, West Park Drive and Woodside Drive between certain termini by reconstructing curbs and curb ramps and adjusting catch basins, manholes and water valve and monument boxes, where necessary, preparing the surface and resurfacing, together with necessary appurtenances and work incidental thereto. Councilman Barker stated that he is in receipt of the Fiscal Officer's Certificate. Ordinance 2012-16 introduced by Mayor Kennedy was given its second reading. An Ordinance providing for the issuance and sale of $452,000 of Notes, in anticipation of the issuance of Bonds, to provide funds to pay costs of acquiring fire apparatus and related equipment for the City's Fire Department.
