Council Minutes of 02-21-2012 <br />Cinnamon Woods North and South and Willow Woods -have really taken a beating <br />~. <br />lately. We all took a loss in this real estate crash, but any condominium -and especially <br />newer construction -took the biggest hit. In fact, Willow Woods is unfinished. Plus a <br />large part of the neighborhoods pay real estate property tax to Olmsted Falls schools at a <br />higher rate. And now you're being asked to pick up your own garbage. Obviously, the <br />residents received somewhat less than full disclosure from the developer. I am glad the <br />Administration is taking time to do research before they take away trash collection <br />because the residents need some time to adjust to this. Roll Call continued: Mahoney, <br />yes; Orlowski, no. Ordinance adopted 5-2. <br />Resolution 2012-7 introduced by Mayor Kennedy was given its third reading. A <br />Resolution dispensing with the RFP process and authorizing the Mayor to enter into a one <br />year contract with Cuyahoga County/The Cuyahoga County Engineer for the purpose of <br />providing inspection services for bridges and culverts. Councilman Brossard moved for <br />adoption. The motion was seconded by Councilman Kearney and passed unanimously. <br />Resolution 2012-7 adopted. <br />Resolution 2012-9 introduced by Mayor Kennedy was given its second reading. A <br />Resolution authorizing the Director of Public Safety to apply for staffing for adequate <br />Fire and Emergency Response (SAFER) Grant funding from the Department of <br />Homeland Security, Federal Emergency Management Agency (FEMA) and further <br />authorizing the Mayor to accept said grant if awarded and execute a contract with FEMA, <br />and declaring an emergency. Councilwoman Williamson made a motion to suspend the <br />rule requiring three readings. The motion was seconded by Councilman Mahoney and <br />passed unanimously. Councilwoman Williamson moved for adoption. The motion was <br />seconded by Councilman Kearney and passed unanimously. Resolution 2012-9 adopted. <br />Ordinance 2012-11 introduced by Mayor Kennedy was given its second reading. An <br />Ordinance providing for the issuance and sale of $508,700 of Notes, in anticipation of the <br />issuance of Bonds, to provide funds to pay costs of improving Allendale Drive, Arlington <br />Lane, Amesbury Drive, Carey Lane, Dogwood Trail, Dorothy Drive, Elder Drive, <br />Fairlawn Drive, Forestwood Parkway, Gessner Road, Linwood Circle, Lusandra Circle, <br />Magnolia Drive and Northern Avenue between certain termini by reconstructing and <br />rehabilitating the pavement base, constructing and reconstructing curbs and curb ramps <br />and adjusting catch basins, manholes and water valve and monument boxes, where <br />necessary, preparing the surface and resurfacing, and declaring an emergency. <br />Councilman Barker stated that he is in receipt of the Fiscal Officer's Certificate. <br />Councilman Barker made a motion to suspend the rule requiring three readings.
