Council Minutes of 02-21-2012 <br />Eileen Kilbane, 30200 Sugar Sand Lane asked Mayor Kennedy if she had spoken to <br />~' previous Mayors about the trash issue. He said he has not, but he has done as much <br />research as he possibly can. Regardless of what anyone says, you need the proper <br />paperwork and documentation that would suggest the city and Cinnamon Woods have a <br />deal to go on private streets for garbage. He cannot find anything that would suggest <br />that. <br />Tom Coyne, 23589 Woodhill Drive, Brook Park said he represents internet sweepstakes <br />cafes across the state, and he requested that the city extend the hours of operation for <br />internet cafes in North Olmsted. Gareau said that is legislative determination, and if it's <br />something that Council believes is in appropriate judgment for the community then they <br />can consider those hours. If Council wishes to discuss this, a committee meeting would <br />be an appropriate place to do so. <br />Thomas Tanger, 7507 Willow Woods Drive said the city has been picking up trash in <br />Willow Woods and Cinnamon Woods for a number of years now. This had to be a city <br />action to start picking up the trash and expanding it as the streets expanded. Why has it <br />taken over 20 years for the city to recognize this? There has to be a paper trail and it's <br />somewhat disturbing if there isn't. Mayor Kennedy said right, and he is yet to find a <br />paper trail. That's what he's been looking for. Tanger said that's a huge issue, and the <br />city should have a paper trail for what they do. Mayor Kennedy said if there is no paper <br />trail, someone made a handshake and he is not willing to abide by that handshake if it's <br />not right. He is trying to make a mistake right. <br />LEGISLATION <br />Ordinance 2012-5 introduced by Mayor Kennedy was given its third reading. An <br />Ordinance amending and re-establishing Chapter 941 of the Streets, Utilities and Public <br />Services Code entitled "Refuse Collection" in order to implement new standards for <br />refuse collection within the City of North Olmsted, and declaring an emergency, as <br />amended. Councilman Barker moved for adoption. The motion was seconded by <br />Councilman Kearney. Roll Call: Barker, yes; Kearney, yes; Williamson, yes; Brossard, <br />yes; Schumann, no with comment. I understand the need to update the refuse collection <br />ordinance. However, I am voting no because despite the Mayor's and Law Director's <br />claim that this ordinance does not directly affect Cinnamon Woods, I believe by passing <br />the amendment we passed two weeks ago which added the phrase on dedicated streets in <br />reference to whom we offer collection service we put an explanation point on the <br />Administration's position in regards to Cinnamon Woods' and Willow Woods' refuse <br />collection. I have had some disconcerting communications from some of the residents. <br />In the Administration's defense, I would like to clear up some misconceptions. I do not <br />believe that the Administration's position is malicious or just about money. It's not about <br />the budget for the City of North Olmsted because this represents about one tenth of one <br />percent of our entire budget. I believe the Administration's position really stems from a <br />desire and track record of cleaning up past messes.
