Council Minutes of 02-07-2012 <br />Lorain Road. The motion was seconded by Councilman Schumann and passed <br />,~`, unanimously. Liquor permit for Dollar General approved. <br />Councilman Brossard, Chairman of the Streets & Transportation Committee: <br />The Streets & Transportation Committee met Tuesday, January 24, 2012 at 7:15 p.m. <br />Present were committee members Brossard, Orlowski and Williamson; Council President <br />Limpert; Council members Barker, Kearney, Mahoney and Schumann; Safety/Service <br />Director Thomas. <br />• Discussed was Resolution 2012-7 which is a Resolution dispensing with the RFP <br />process and authorizing the Mayor to enter into a one year contract with <br />Cuyahoga County/The Cuyahoga County Engineer for the purpose of providing <br />inspection services for bridges and culverts. The committee voted 3-0 to <br />recommend approval of Resolution 2012-7. <br />The Streets & Transportation Committee met Tuesday, January 31, 2012 at 6:30 p.m. <br />Present were committee members Brossard, Orlowski and Williamson; Council President <br />Limpert; Council members Barker, Kearney, Mahoney and Schumann; Mayor Kennedy, <br />City Engineer and Safety/Service Director Thomas. <br />• Discussed were the 2011 Streets Ratings and the 2012 Streets Repairs <br />Recommendations. The city is currently looking at about a million dollar project <br />with 50% of it being borrowed and the other half being funded by the city street <br />maintenance fund. Councilman Orlowski requested the city take a second look at <br />a handful of streets namely, Birch Circle, Mastick Road, Kenny Lane, Bentley <br />Drive, Westview Drive and Linda Drive. The City Engineer did take a second <br />look at these streets and the city stands by their original recommendations. <br />AUDIENCE PARTICIPATION <br />John Fay 7151 Lilac Court (Cinnamon Woods) said he is having a hard time <br />understanding what is being said about dedicated and non-dedicated/private streets. <br />Taxpayers live on both streets. He feels it's unfair, unjust and discriminatory. They pay <br />their fair share of taxes like everyone else in the city. If the city is having a hard time <br />paying for trash removal, than all residents should pay for trash removal like some other <br />cities. He feels that police, fire and trash removal is a basic service that the city offers the <br />residents of North Olmsted. Do not discriminate according to streets. He urges City <br />Council to vote against Ordinance 2012-5, place it back in committee and have an <br />amendment that says all residents will be treated equally in this matter. Mayor Kennedy <br />said that the city is not discriminating and Cinnamon Woods has the only private streets <br />in the city that do not pay. It has been like that for a long, long time. He said it's his <br />fiduciary responsibility that things are right and equal. Fay said when he bought his <br />condo, he didn't know about dedicated and non-dedicated streets. Mayor Kennedy asked <br />~,, Fay if he believes he should get snow removal and repaving of streets. Fay said no, the <br />city does not have responsibility for that. Fay said his development pays the most taxes. <br />6 <br /> <br />
